Who runs City Hall? The City of Gainesville adopted a Commission-Manager Form of government in Gainesville in 1927. Mayors in commission-manager communities are key political leaders and policy developers. The City Manager is the chief administrative office for the city. The mayor, commission, and manager constitute a policy-development and management team. In this model, communication theorists may recognize Harold Lasswell’s maxim, that many use to succinctly describe the transmission model of communication theory, which is “who says what to whom in which channel with what effect.
