Iowa Campus Compact 22 Member Schools across the state of Iowa More than 1,100 schools across the Nation The National organization consists of 35 state offices Member schools consist of public, private, four-year and two-year institutions Our goal is to build strong communities and educate the next generation of responsible citizens.

Iowa Commission on Volunteer Services ICVS, its commissioners, staff, and partner agencies work with organizations and individuals on three main fronts, by: Helping agencies develop quality programs that use service as a strategy to fulfill their missions and address Iowa’s greatest areas of need Helping engage Iowans in their communities by promoting service and expanding the volunteer base Connecting individuals with appropriate service opportunities by building the volunteer infrastructure ICVS manages, oversees, and distributes funding for all Iowa AmeriCorps State and National programs. Communication Principal Working Relationships Monthly Reports Key Events Communication

Principal Working Relationships Program Director The ICAP Program Director maintains the final authority in recruiting and exiting AmeriCorps members from their service contracts. Members and site supervisors are expected to keep consistent and on-going communication with the Program Director throughout the program year. The Program Director is available to members by phone, e-mail, and in-person to answer any program-related questions. Site Supervisor Site supervisors provide local level and daily supervision of members. In consultation with the Program Director, site supervisors have the ability to recruit and exit members from their service contracts. If issues arise regarding a member’s service position and corresponding responsibilities, members should speak with site supervisors first, followed by the Program Director. Community Partner Staff, Volunteers, etc. AmeriCorps members will work on a daily and weekly basis with a variety of staff, volunteers, community partners, students’ legal guardians, and fellow AmeriCorps members. At all times, AmeriCorps members are required to act in a safe, respectful, professional, and team-oriented manner with the program’s support and volunteer partners.

Prohibited Activities While charging time to the AmeriCorps Program, accumulating service or training hours, or otherwise performing activities supported by the program or the Corporation for National and Community Service, the member may not engage in the following prohibited activities: Attempt to influence legislation; Organize or engage in protests, petitions, boycotts, or strikes; Assist, promote or deter union organizing; Impair existing contracts for services or collective bargaining agreements; Participate in, or endorse, events or activities which are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials; Engage in religious instruction, conduct worship services, provide instruction as part of a Program that includes mandatory religious instruction or worship, construct or operate facilities devoted to religious instruction or worship, maintain facilities primarily or inherently devoted to religious instruction or worship; or engage in any form of religious proselytization; Provide a direct benefit to a for-profit entity, labor union, partisan political organization, an organization engaged in the religious activities described in the preceding subclause; Any other activities as the Corporation determines will be prohibited, upon notice to Iowa Campus Compact; Engage in partisan political activities or other activities designed to influence the outcome of an election to any public office. Provide support to a non-profit entity that fails to comply with restrictions related to 501(c)(3) status Assist in voter registration drives; Raise funds for his/her living allowance or for an organization’s general operating expenses or endowment; Write grant applications for CNCS grants, including AmeriCorps grants; Write grant applications for funding provided by other federal agencies; Provide abortion referrals or services. Recruiting volunteers to perform prohibited activities or distributing materials related to prohibited activities (i.e. Activities in support of the Prohibited Activities are not allowed. For example, it is not allowable for an AmeriCorps member to recruit community volunteers to perform a prohibited activity, such as voter registration drives, nor is it allowable for an AmeriCorps member to distribute materials related to a prohibited activity, such as registration information for religious instruction.)

Prohibited Activities The Member understands the following acts will also constitute a violation of the Program’s expectations of behavior: Unauthorized tardiness; Unauthorized absences (Members may be excused for illness, but they are still required to notify their supervisor as soon as possible before their scheduled hours. If a Member is absent because of illness for three consecutive days, a written excuse from a Medical Doctor will be required. Members will get prior written authorization from the site supervisor for non-medical excused absences). If a member is absent for three consecutive days without notice or good cause, such absence may be grounds for termination; Failure to complete time sheets for each month by the given deadline; Repeated use of inappropriate language at a service site; Failure to identify yourself as an AmeriCorps member at site; Stealing or lying; Engaging in activity that may physically or emotionally damage other Members of the Program or the community; Possessing or using any illegal drugs during the term of service; Consuming alcoholic beverages during the performance of service activities; Being under the influence of alcohol or drugs during the performance of service activities; Failure to notify the Program (within five days of the event) of any criminal arrest or conviction that occurs during the term of service.

Enrollment process: the Application Use the TAB key to move between fields. An application without restricted fields is available, however many of the time-saving features will not be available. The first and second pages will collect most of your information.

Estimate your graduation date Select a position (member or leader) Start date must be on or after 9/1/14 and not before the date you sign this entire document. End date cannot be more than 12 months (minus one day) from your start date You can earn up to a specific dollar amount for your entire term. This does not include monies earned through opportunities outside of your term (e.g., part-time job)

Some of these fields will auto populate. The application must be signed on or before your start date.

Emergency contact information will be kept on file. Your supervisor should retain a copy of this for their records.

If you will only be serving at one or two sites then leave the other slots blank. Service site names cannot be academic program names such as, “student teaching” or “social work practicum” or “internship”. They must be the name of a nonprofit or government agency.

Position titles should not be listed as “intern” or “volunteer” or “tutor.” They should be professional position titles such as “Volunteer Liaison” or “Project Assistant” or “Program Coordinator.” Estimate to the best of your ability. If you will only be serving at one or two sites then leave the remaining sites blank.

Member, supervisor, and program director all sign the position description.

These will be automatically populated if you use the form. If you use the unrestricted application then you will need to complete these sections.

If you have recurring access to vulnerable populations then you will need to complete this form. If you do not have recurring access then do not print this document. Your release of criminal history will not disadvantage your opportunity to enroll into ICAP. Member’s signature

Everyone must complete the state background check waiver document. All but gender will auto populate. Member’s signature.

Enter the date of the orientation. The orientation should be on or after the your start date. Ideally, the orientation should be your start date and the hours served should be recorded under “training” on your timesheet. Member’s signature

All original documents must be received (digital or otherwise) by Iowa Campus Compact within 20 days of the member’s enrollment (not start date). All original enrollment documents must be in possession of Iowa Campus Compact. Please mail them to the following address: Iowa Campus Compact Pappajohn Education Center 1200 Grand Ave #200 Des Moines, Iowa 50309 The member’s contract and position description will be made to the member available on IowaGrants within 10 business days of being received by Iowa Campus Compact.

Rules of Conduct While acting in an official capacity as an AmeriCorps Member, the Member is expected to: Complete all written documents/forms as required by AmeriCorps and the Campus Supervisor Demonstrate respect toward others Follow directions of Program officials Direct concerns, problems, and suggestions to the appropriate Program official. At no time may a Member: Engage in any activity that is illegal under local, state or federal law Engage in activities that pose a significant safety risk to others Engage in activities that violate Iowa Campus Compact’s ethical obligations to its clients, including the obligation to keep client information confidential.

Drug and Alcohol Policy The Member understands that in accordance with the Drug Free Workplace Act: The unlawful manufacture, distribution, dispensation, possession or use of a controlled substance is prohibited by Iowa Campus Compact; Conviction of any criminal drug statute must be reported within 5 days after such conviction to Iowa Campus Compact The Member’s participation in this Program is conditioned upon compliance with the notice requirements set forth in this agreement, and in the Drug Free Workplace Act; and Certain actions will be taken against Members for violations of such prohibitions as described in other sections of this agreement.

Criminal History Disclosure All prospective Iowa College AmeriCorps members are subject to a Federal Bureau of Investigation (FBI) and Iowa Department of Criminal Investigation (DCI) Criminal Background Check (the FBI check includes fingerprinting). Prospective members will also be checked against the National Sex Offender Registry using the National Sex Office Public Website (NSOPW). Any prospective member with criminal offense(s) reported by these agencies will be dealt with on an individual basis according to the nature, degree and timing of the offense. Iowa Campus Compact will disclose the information found in these Criminal Background Checks to the potential member. If appropriate and necessary, members will be asked to disclose information to the site and campus supervisor so that all parties involved are informed of previous incidents and able to put safeguards in place if needed. The record that is most often found with the population of AmeriCorps members applying to this program is an OWI or Possession Under the Legal Age. Below is an example of what would be asked of the member following this finding: While conducting a background check on John Doe for the ICAP AmeriCorps Program, we received a hit.  He has been arrested for Operating a Vehicle While Intoxicated (OWI).  This does not make him ineligible for the program, but we do need to take appropriate steps to ensure safety for all.   To do this, we ask that both the member and community partner he will be assigned to, are aware that this has come to our attention and that both communicate (in writing) that this will not hinder or affect the services being rendered.  Please also address whether or not the member will be driving as part of his responsibilities. 

Criminal History Disclosure Federal Corporation for National and Community Service policy explicitly exclude prospective members for the following reasons. If the individual: Is registered, or required to be registered, on a State sex offender registry or the National Sex Offender Registry; Has been convicted of murder, as defined in section 1111 of title 18, United States Code; or Refuses to consent to a criminal background check, or who makes a false statement in connection with a program’s inquiry concerning the individual’s criminal history. All other offenses will be handled on an individual basis in conjunction with the site supervisor.

Termination of service The Member understands that he/she may be released for the term of service for the following two reasons: For cause, as explained in this section; or Compelling personal circumstances as defined in this section. The Program will immediately release a Member for cause for the following reasons: The Member has dropped out of the Program (failed to serve hours and complete time sheets) without obtaining a release for compelling personal circumstances from the appropriate Program official; During the term of service the Member has been convicted of a violent felony, or the sale or distribution of a controlled substance; The Member has a fourth incident violations outlined in this agreement; or Any other behavior that, in the judgment of the Program Director, would undermine the effectiveness of the Program.

Termination of service The Program may release a Member from the term of service, due to compelling personal circumstances, if: The Member has a serious injury or illness that makes completing the term impossible; There is serious injury to, or illness or death of a member of the Member’s immediate family, and the Member is needed to care for, or take over the duties of that family member; The Member is drafted by the Armed Services of the United States; or Another circumstance occurs which the Program Director deems to be compelling, that makes it impossible or very difficult for the Member to complete the term of service if the member contacts their Campus Supervisor or Program Director as quickly as possible regarding the issue involved.

Termination of service The Program may release a Member from the term of service, due to compelling personal circumstances, if: The Member has a serious injury or illness that makes completing the term impossible; There is serious injury to, or illness or death of a member of the Member’s immediate family, and the Member is needed to care for, or take over the duties of that family member; The Member is drafted by the Armed Services of the United States; or Another circumstance occurs which the Program Director deems to be compelling, that makes it impossible or very difficult for the Member to complete the term of service if the member contacts their Campus Supervisor or Program Director as quickly as possible regarding the issue involved. A member may request release from the term of service due to compelling personal circumstances by providing detailed, written communication of the circumstance to both the site supervisor and program director in a timely fashion.

Termination of service The Program will suspend the Member’s term of service for the following reasons: During the term of service the Member is charged with a violent felony, or the sale or distribution of a controlled substance. If the Member is found not guilty or the charge(s) is dismissed, the Member may resume his/her term of service. The Member, however, will not receive credit for any service hours missed during the suspension. During the term of service the Member is convicted of a first offense of possession of a controlled substance. If the Member demonstrates he/she has enrolled in an approved drug rehabilitation program, the Member may resume his/her term of service. The reinstated Member will not receive credit for service hours missed during the suspension. The Program may suspend the Member’s term of service for violating the Program’s Expectations of Behaviors as described in Section IV this agreement. The Program may suspend the Member’s term of service in response to written notification of a compelling personal circumstance which indicates the member’s intent to return to service.

Position description

Position Description The Position Description describes what service you are providing to the community and how it is building capacity in Iowa’s nonprofits. Your service must build, or improve the capacity of an organization to fulfill it’s mission. You can serve at any qualifying non-profit organization, including public schools, government agencies, charitable non-profits, faith-based centers, and arts and culture institutions. You can serve part of your hours on campus by doing campus development. You can also spend some of your service on member development/training. Your service hours must be completed at organizations that are part of your service plan Do not expect your service hours to be approved if they are not pre-determined as part of the service plan You are allowed to organize, plan, or even serve on one-time volunteer projects Your service plan/position description can be changed throughout the year You must serve or receiving training of at least one hour in every month of your term

Amending your Position Description Talk with your supervisor if you are having difficulty obtaining enough hours at your service site. Your supervisor will work with you to help improve your situation or add/remove another service site. You can use the following form from the ICAP website to adjust a your service sites. IowaGrants timekeeping system All time keeping for ICAP program hours is done through the IowaGrants.Gov online system. If you have not already done so, please register for Iowagrants. Information on how to create an account and how to enter hours is available on the ICAP website. IowaGrants enrollment tutorial How to use IowaGrants tutorial Timesheets are submitted monthly by the 5th of each month. Supervisors will then evaluate your timesheets and approve them by the tenth of each month.

Successfully completing your term

Successfully Completing your term Exit Packet is completed and sent to Iowa Campus Compact (IACC) All originally signed paperwork must be received by IACC This document must be signed on or after the your term’s end date of service If this document is not received by IACC then you will be exited with an unsatisfactory performance resulting in your forfeiting of all future AmeriCorps opportunities Member Evaluation is completed (included in the exit packet)
