40-years of global experience informs us…. Common government challenges A Successful Government IT Platform … Our property and land information is not always complete, accurate, and secure. Data needs to be better managed to enhance public trust and confidence in our institutions. The way we process information and our systems we use are not sustainable, secure or scalable. Within and across government, and for the public, we lack a definitive single holistic view and source for land and property information. To grow we need to enhance revenue generation and to control costs. This requires a significant transformation in the way we manage land and property information. Improves information quality by creating an integrated digital infrastructure. Integrates workflows across functional areas to help better manage the business more efficiently. Offers a multi-purpose, multi-stakeholder data portal to share, use, and access information. Enables you to realize financial revenue benefits and operational benefits.

How? Main message: Cape Town is now experiencing the sharp upward curve of exponential revenue gain, as they have a well established digital infrastructure, have integrated business functions across departments, and also now share land & property information with the public. In Cape Town with limited functionality and inflexible software, the Municipal government sought to increase public trust in the property appraisal system and processes. This was largely an issue of technical complexity. Cape Town needed to transform the way they valued properties, so they chose a Thomson Reuters computer assisted mass appraisal system. The expectation and promise was that they could: Reduce the time it took to perform general valuations Improve the calculation methods Decrease the number of objections to property valuations; Increase staff efficiency to reduce the cost of valuations; Better communicate the process with the public, and allow citizens online access to query and compare their property values. Important, the City of Cape Town has maintained a Moody’s International Triple-A credit rating – the highest rating, as the revenue stream from property tax and shortened valuation cycles and better collection reduces lending risk and liability. How? Jamaica Jamaica Images: 2 days to register a new property, from 45 days 10 years ago. In Jamaica there were too many decentralized land offices. Land registration was not only inefficient, but also inaccessible for many people. So the problem really centered on the fragmentation of institutional responsibility. What did Jamaica do so successfully? World Bank Public Reform Project --> New mandate of the National Land Agency with authority to centralize administration responsibility. So they eliminated the fragmentation between Ministries – broke down the silos. They planned for how to manage change. They prepared their organization for the change, and based their organizational structure on that of a meritocracy. They strategically deployed technology to simplify the registry process to make it both easier and more affordable. Our success in Jamaica, we firmly believe, is because of their readiness to change, political will, and institutional leadership in place. For our part, we delivered consistent technical results to support their change initiative, and provided regular suggestions and feedback on improvements supported by increased operational budgets, resulting from process improvements and efficiency gains.
