Parli Lesson 1 Basic (Easy) Motions

Main Motion Purpose: To Introduce an Item of Business Second, Amendable, Debatable, Majority Vote “I move that…”

Amendment Purpose: To improve the motion or amendment Add (end); Insert (within); Delete (strike); Combination (Strike…, And add). “I move to amend the (motion/amendment) by…”

Primary Amendment Amends the Motion Second, Amendable, Debatable**, Majority

Secondary Amendment Amends the Primary Amendment Second, Not Amendable, Debatable**, Majority vote

Refer to a Committee Enables consideration of an item of business: Delays action Y;Y;Y;Maj “I refer to the (committee) the motion that…”

Postpone to a Certain Time Provides time for informal discussions, deliberation and securing followers “I move to postpone to (time) the motion that…” Must be to this meeting or the next (as long as next occurs within 3 months) At next meeting, taken up as unfinished business Salient Points: Y,Y,Y,M (2/3 if special order)

Postpone Indefinitely In effect, ‘kills’ the motion (for this meeting). Lowest precedence Subsidiary motion. Salient Points: Y,N,Y,M

Call for Previous Question Purpose: Close debate and secure the vote on item(s) of business Salient Pts. Y,N,N,2/3 “I move the previous question” “I move the previous question on all pending questions/or business”

Informal “Question” Handled as a request Can be called without being recognized (cannot interrupt). Chair: “The question has been called, Are you ready to vote?”

Adjourn Ends the Meeting Can be made with business pending Y;N;N;M “I move to adjourn”

After Adjourn Announcements Motion to Fix the Time to Which to Adjourn Move to Reconsider Move to Reconsider & Enter on Minutes Give ‘Previous Notice’ of item for next meeting Inform of business that must be transacted at this meeting
