NDAA FY07 Language SEC. 820. GOVERNMENT PERFORMANCE OF CRITICAL ACQUISITION FUNCTIONS. Goal- It shall be the goal of the Department of Defense [DoD] and each of the military departments to ensure that, within five years after the date of the enactment of this Act [Oct 17, 2006], for each major defense acquisition program [MDAP] and each major automated information system [MAIS] program, each of the following positions is performed by a properly qualified member of the Armed Forces or full-time employee of the DoD: Program Manager Deputy Program Manager Chief Engineer Systems Engineer Cost Estimator Public Law 109-364 109th Congress An Act . To authorize appropriations for fiscal year 2007 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes. <<NOTE: Oct. 17, 2006 - [H.R. 5122]>> BOTTOM LINE: Each MDAP and MAIS program to have qualified cost estimator who is either military or a full-time civilian 9/19/2018 Unclassified
