CTR Board Meeting, September 30, 2016 ITBI All Staff June 9, 2016 We are in the middle of a paradigm shift in the way people think about work and how they choose to work. Our customers are also changing their expectations on how services are delivered in the State of Washington. Technology has advanced and created endless possibilities for efficiencies. OFM is advocating for state agencies to think innovatively and experiment with approaches that modernize their physical office space, provide workplace flexibility and enable the workforce to be more mobile. CTR Board Meeting, September 30, 2016

Work/life integration

Demographic Upheavals = changing expectations 5 generations in the workplace – 4 in state gov How do we create a work environment that works for everyone? Millennials have by passed the rest of the generations in the workplace from a industry perspective. Source: Kay Sargent

One size misfits all Employees are evolving, and so are their expectations. We must deliver a vibrant culture, design and technology while balancing the preferences of older workers “The office workspace is evolving from a heads-down environment to one that highlights a collaborative, social context for work—and offers choice and flexibility.” Gensler Traditional Hierarchal structure Everyone gets the same thing – resulting in monoculture cube farm/ status quo furniture and technology

Executive Order 16-07 “I hereby direct executive cabinet-level agencies and small-cabinet agencies to build a modern work environment and create an organizational culture that empowers employees with choice, enables excellent performance, supports all generations, and is mindful of our impact on the environment” Establish a Workplace Strategy Council Enable a mobile workforce Create a modern work environment Measure implementation 8.8 percent teleworking once every two weeks…. What? HRMS position eligibility and employee participation – reflection is a win for us. Results WA – Governor’s open data performance reporting – this measure will be on the goal map Asking employees current state vs future state of mobility = trend that a lot of employees are interested

Opportunities for change By building a modern work environment the state can: Attract new talent to state government Retain talent Increase employee productivity and engagement Serve the customers of state government more effectively Optimize the footprint of government Leverage technology solutions Strengthen adaptability for changing work Reduce our environmental impact Support health and wellness These innovative approaches can help agencies achieve organizational goals such as recruiting and retaining employees, enabling increased productivity and performance, fostering an engaging work environment, supporting health and wellness, ensuring continuity of operations, and reducing facilities costs and our environmental footprint.

Work is what you do, not where you do it The number of people working from home 24% in 2015- bureau of labor statitics 5% increase from 2003 Attracting and retaining employees who are more productive and engaged through flexible workplace policies is not just good for business or for our economy – it’s good for our families and our future.” President Barack Obama

“Culture eats strategy” Peter Drucker Have to address culture first before going for a solution
