By the end of this presentation, I promise I’ll give you 4.3 million reasons to start backcasting on your SSMP now. If you could start yesterday that wouldn’t be a moment too soon!

SSO WDR specifies Electronic reporting & SSMP General WDR Adopted May 2, 2006 Affects all municipal sewer agencies in the state Regulates discharge of sanitary sewer overflows to receiving waters Requires Electronic reporting of all SSOs Development of an SSMP and specifies monitoring, reporting, and SSMP implementation. First…a quick recap of the SSO WDR Similar to the defunct CMOM regulations

Phased Electronic Reporting Start Dates Regions 5, 6, 7: September 2, 2007 Regions 1, 2, 3: May 2, 2007 Phased Electronic Reporting Start Dates Required to report all SSOs on a SWRCB web site Start dates vary through the State Training for use of site provided by CWEA Category 1 – A discharge that is greater than 1,000 gallons or results in a discharge to a drainage channel, surface water or drainpipe that was not fully captured and returned to the collection system Category 2 – Under 1,000 gallons and does not discharge to a drainage channel, surface water, or was captured and returned to the collection system Private lateral spills--report at agency’s discretion Regions 4, 8, 9: January 2, 2007

What’s the purpose of an SSMP? Properly manage, operate and maintain all portions of the agency’s wastewater collection system Provide adequate capacity to convey peak wastewater flows Minimize frequency of SSOs Mitigate impacts of SSOs that may occur Meet all notification and reporting requirements

SSMP Compliance Dates 10k to 100k 2.5k to 10k Pop. >100k <2.5k 8/02/07 11/02/07 2/02/08 5/02/08 1st approval DEVELOP HANDOUT SHOWING ALL THE STEPS & DATES Final approval: Your SSMP and your program to implement it must be certified in compliance with the WDR by your governing body at a public meeting. First approval: Your SSMP development schedule must be approved by your governing body prior to certification to State If you’ve been looking at the date for final approval and think you can wait, by the end of this presentation I’ll give you 4.3 million reasons why you can’t wait. You need to start backcasting now. 5/02/09 8/02/09 5/02/10 8/02/10 Final approval

1st approval Your SSMP development schedule must be approved by your governing body prior to certification to State You need to develop a schedule for completing all the elements of the SSMP within the required timelines determine the persons (or consultants) responsible for those elements. monitor the progress of the SSMP development

SSMP = 12 Elements

Elements of an SSMP Goals Organization Legal Authority Develop goals to: Maintain or improve the condition of collection system infrastructure (reliability) Minimize I/I, provide adequate wet weather capacity Minimize the number and impact of SSO’s Goals can be accomplished through…long-term infrastructure investment, long-term financial stability, workforce planning and development, customer service, and water quality protection Organization…Your SSMP must identify The name of the Authorized Representative Names and phones of responsible people Lines of authority in the organization The chain of command used when an SSO is reported and acted upon Legal Authority…Your SSMP must demonstrate the legal authority to Prevent illicit discharges Require proper design and construction of sewers and sewer connections Ensure access for maintenance, inspection and repairs Limit FOG discharges Enforce against violations of sewer ordinances Legal authority can be demonstrated through the use of ordinances, service agreements, permits, and other legally binding means.

Elements of an SSMP O&M Program Collection System Mapping Preventative Operations & Maintenance Rehab and Replacement Program Employee Training Equipment Replacement Inventory 4. The O&M Program in your SSMP should contain: Each agency shall maintain up-to-date maps of its wastewater collection system Preventative Operations & Maintenance--Describe routine preventive O&M activities by staff and contractors, including a system for scheduling regular maintenance and cleaning of the sanitary sewer system with more frequent cleaning targeted at problem areas. The PM program should have a system to document scheduled and completed activities, such as work orders. Rehab and Replacement Program--Develop a plan of rehabilitation and replacement to identify and prioritize system deficiencies and implement short-term and long-term actions to address each deficiency. Include regular inspection and ranking of condition. R&R should focus on high risk areas. A CIP plus funding plan are required. Employee Training--Provide training on a regular basis for staff in sanitary sewer system operations and maintenance. Require contractors to be appropriately trained. Certification is a tool to show your staff is qualified to do their jobs. In-house. External--e.g. CWEA training and certification. Equipment Replacement Inventory--Provide equipment and replacement part inventories, including identification of critical replacement parts. Critical to the timely elimination of SSOs when they occur.

Elements of an SSMP Design and Performance Provisions Design standards for installation, rehab, and repair Standards for inspection and training of new, rehabilitated, and repaired facilities 5. Design and Performance Provisions Your SSMP must identify design and construction standards and specifications for the installation of new sewer facilities and the rehab and repair of existing sewer facilities. Your SSMP must identify the procedures and standards for inspecting and testing the installation of new sewers, pumps and other appurtenances and for R&R projects. Develop agency general specs Provide agency inspectors to inspect new sewer facilities during construction Possibly use neighboring agency’s standards by reference Pay larger agency to provide inspection

Elements of an SSMP Overflow emergency response plan Fats, Oil and Grease (FOG) Control Program Overflow emergency response plan Your SSMP must include an overflow emergency response plan that identifies measures to protect public health and the environment when an SSO occurs. FOG Control Program Each enrollee shall evaluate its service area to determine whether a FOG control program is needed. If a program is needed the enrollee must prepare and implement a FOG control program to reduce the amount of these substances discharged to the sanitary sewer system

Elements of an SSMP System Evaluation and Capacity Assurance Plan Design Criteria Capacity Enhancement Measures Schedule 8. System evaluation and capacity assurance plan The enrollee shall prepare and implement a capital improvement plan that will provide hydraulic capacity for key sanitary sewer system elements for dry weather peak flow conditions, as well as the design storm event. At the minimum it shall include the following four items: (a) Evaluation: Evaluate portions of collection system experiencing SSO’s due to hydraulic deficiency (estimates of peak flows, conditions causing overflow events, major sources contributing to peak flows (b) Design Criteria: Establish appropriate design criteria (c) Capacity Enhancement Measures: Long & Short-term CIP’s to address hydraulic capacity deficiencies (d) Schedule: Develop a schedule of completion dates for all portions of the CIP

Elements of an SSMP Monitoring, Management and Plan Modifications SSMP Program Audits Communication Program Final Certification Monitoring, management, and plan modifications: The Enrollee shall: Maintain relevant information that can be used to prioritize SSMP activities Monitor SSMP implementation and effectiveness of each element Assess success of preventive maintenance program Update elements as appropriate I.D. and illustrate SSO trends, including frequency, location and volume SSMP Program Audits The enrollee shall conduct periodic audits. At a minimum, these audits must occur every two years and a report must be prepared and kept on file. The audit shall focus on evaluating the effectiveness of the SSMP and the agency’s compliance with SSMP requirements including deficiencies in the SSMP and steps to correct them. 11. Communication Program The enrollee shall communicate with the public on a regular basis with the public on the development, implementation and performance of its SSMP. The communication system shall provide the public with the opportunity to provide input as the program is developed. Communication? Or SSMP? Program must be internally audited every two years Communication? Or SSMP? Program must be updated at least every five years Water is Life and Infrastructure Makes it Happen provides tools for agencies to communicate to their customers – http://www.waterislife.net/ Final certification SSMP and program to implement SSMP must be certified in compliance with GWDR by Enrollee’s governing body at a public meeting Authorized representative follows up with submittal to SWRCB of signed and completed form regarding certification

Where do I start? Gap analysis Self-assessment diagnostic questions Gap analysis – an analysis of factors that have caused a “gap” between the current state of your system and the desired future state Systematically identify the problems and the conditions that contributed to those gaps. This is the foundation for improvement planning Can be accomplished with consultant services, self-assessment or a combination of the two Development Guide (provided at CWEA SSMP Training) provides a self assessment for each of the 13 sections of the SSMP Do the self assessment to determine your gaps Determine how to fill in the gaps Completed in-house Completed by consultant

I promised you at the beginning that by the end I would give you 4.3 million reasons to start backcasting now for your SSMP development. The City of Modesto recently conducted a gap analysis and realized the price tag to fully implement their SSMP will be $4.3 million and 30 months. Takes time to put all the pieces in place, especially the legal pieces and the funding.
