Defining and Analyzing the Problem

What is the nature of problems? The difference between what is and what might or should be. The cause may be within or outside of the group. They occur on different levels of severity.

How do you clarify the problem? Start with what you know. Decide what is missing. Gather information on the problem. Define the problem.

How do you decide to solve the problem? Is it important? Is it feasible? Are you the best people to solve the problem? Have you weighed the negative impacts?

How do you analyze the problem? What is the problem? Why does it exist? Who is causing it? When did it first occur or become significant? To what extent is it occurring?
