Learning from Practitioners “One of the most important pieces of work was reviewing the ways of working within open source practitioners. This insight has allowed us to improve training programmes and change our thinking about how we hire staff.” National lead for Open Source and Digital Counter Terrorism Policing

Overview Overarching – OSCAR goal to look across and through the impacts of OS communications on Intelligence, Investigation and Engagement. 18 month program Partners – CT Command SO15 NDES, West Midlands Police, South Wales Police, Surrey & Sussex Police, Cardiff Council, London Borough of Sutton, University of Surrey DSTL, NCA, Police Scotland  highlight that empirical projects covered the full spectrum of policing disciplines - CT, organised Crime, Public Order, Murder, Neighbourhood Policing.

Approach and Methods Co-produce evidence on problems and prospects of new aspect of policing. Ethnographic observation of OS police researchers & analysts try to define methodologies (70 interviews). Operational support – additional capacity / different perspective. Technology creation – AI (SIRI), Disturbed Intel, Data Science techniques – Advanced network analysis, visual analytics machine learning Pelkin - operationally relevant research point. - generating research evidence and insight for live ops is I think a unique accomplishment.
