Proposed Nendica Report Progression Process Mentor DCN 802.1-18-0016-00-ICne Proposed Nendica Report Progression Process Roger Marks (Huawei) 2018-03-06

Abstract This contribution proposes to formalize the development of the NEND ICA report as a set of deliverables on specific topics. It suggest that work be organized as a set of Work Items leading to Nendica Reports. Work Items will operate semi-autonomously. Nendica will ensure that all Work Items are within Nendica scope and that they make progress. Nendica will ensure ongoing exposure and wide review by issuing Call for Comments on all drafts and completed reports.

Nendica Draft Report Work Item activity develops draft report Motion to initiate ballot on draft report placed on Nendica agenda based on notice from Work Item Editor with at least 7 days notice prior to meeting Nendica votes to identify draft as “Nendica Draft Report” and open Call for Comments Face to face, or telecon “Nendica Draft Report” posted on Mentor Need to check with IEEE regarding copyright Call for Comments issued, nominally 30 days Announced to 802 EC and Nendica list Conducted by IEEE Mentor ePoll

Nendica Report Following comment resolution, and recirculation at the option of the Editor, candidate draft presented to Nendica for vote Approved document, marked a Nendica Report, posted on Mentor Announced, along with a process to collect comments Including proposals to enlarge or restrict scope, or divide work Work Item Editor tasked to report to Nendica on the comments received, and recommend revision. Following Nendica approval, Revision Work Item begins, following normal Work Item process

Issues Ensure that Nendica Draft Reports, despite required IEEE copyright, are easily accessible by all. Actively reach out to industry, including industry vertical organizations and IEEE activities, for exposure and engagement. Seek IEEE staff support for specific activities.

Conclusion The methods described here would add some formal process to the development of Nendica outputs. The theme of the proposal is involves an open Call to Comments process to broadly engaged interested parties. The intentions are to steer the activity toward the production of high-quality documentation of significance, and to stimulate the engagement of interested parties in both the Work Item and Nendica as a whole.
