Why do we need standardized methodologies for loss data collection Ensure compatibility with the EU guidelines for loss data recording, Ensure compatibility with the data requirements of the flood directive and the EU Solidarity Fund, Engage actors at local level (testimony of people who suffered the impacts of the disasters), Empower the municipalities with the tools and the expertise for establishing and maintaining loss databases. The key for a successful mechanism is to engage actors at local level. It is at this level in fact that the physical damage has been suffered and people can testify on the impacts of the disasters on their homes, working places and services. Generally, the municipalities are appointed as primary data collectors for an extreme event, backed by higher-level governmental agencies or offices (regional or national depending on the country’s political arrangement). For loss data collection and recording, the role of civil protection actors is also crucial. It is therefore essential to empower the municipalities with the tools and the expertise for establishing and maintaining loss databases. 20 September 2018

EU Toolkit for Flood Loss Data Collection Requirements: Based on existing best practices: improved, validated, assessed for their transferability in space and time, scale of implementation, etc. Flexible framework serving different purposes: cost benefit analysis of flood management projects, preventive measures, for reconstruction purposes, loss accounting, risk modelling, etc. Multi-sector with different categories of damages and losses: direct and indirect damages and losses to industries, agriculture, public infrastructures. 20 September 2018

Points for discussion: The scope of the EU toolkit How much can we tailor the forms to the economic activity and the construction type ? Recording of other costs (e.g. mitigation ?) Defining the timeframe and the area (critical for valuation of indirect disaster losses) Indirect losses may significantly change over time…essential to define the timeframe for an economically sound loss assessment (ideally loss assessment shoud be done 3-6 months after the event) for accurate assessment of indirect /intangible losses 20 September 2018
