Prison Education Framework: Indicative timescales Prison Education Framework OJEU: Invitation to participate in tender process, January 2018; We encourage consortia bids to access this Framework ITT responses expected back from bidders by February/March 2018; Bid evaluations: March/April 2018; Prison Education Framework award: July 2018; Mobilisation begins: August 2018; Mini-competition contract awards – September - December 2018.
Commercial model The Prison Education Framework will consists of the Common Core Curriculum services (see below) and a varying list of wider educational services (e.g. vocational / academic / employment /personal development services: The Common Core Curriculum subjects are: Maths English English for Speakers of Other Languages (ESOL) Information and Communication Technology (ICT)
Dynamic Purchasing System (DPS) : Update DPS OJEU: DPS is in thinking stage, MoJ is learning and wants your feedback Engagement and other webinars will follow for DPS specifically in January Procured via a different OJEU (Invitation and tender process); Likely to be particularly attractive to SMEs; DPS services will NOT include the Common Core Curriculum services; Emphasis on local commissioning for specialist/niche requirements; DPS “go live”– Q3 of 2018.

Supplier feedback key messages We have been actively listening to your feedback and adapting our plans: Considering in depth the pros and cons of extending the length of call off for DPS contracts beyond 1 year You asked about Payment Mechanism – We are developing our response Provided clarity on the routes to procurement for libraries and in particular the ongoing role of the PLA. Time Taken to form consortia – We are minded to increase the reponse time for returning ITT
Pricing and Pay Mechanism current thinking Pricing will not be set centrally under ESFA rates. We will be requesting pricing as part of the tender; We will look to market test digital discounts at the mini competition stage; Payment schedule: We intend make payment in arrears, not in advance; We are developing the payment schedule for inclusion in the draft tender documents; Linking payment to performance: A percentage of total spend linked to Service Levels We are thinking how to decide what the percentage retention for poor performance should be and what the service level targets should be
Common Awarding Organisations Procurement process has commenced, 27 October 2017; Seeking bids for 7 curriculum areas; We have received bids and are currently evaluating them; Contract award scheduled for 19 December 2017.
Libraries Update To secure the current arrangements, we will be advising governors to extend the current SLAs to the end of March 2019 but no later. If they currently expire later than March 2019 no action is recommended ; We will include library services in the specifications for the main Prison Education Framework contract; Empowered Governors will then be able to either sign new three-year SLAs with PLA or commission their library requirement from the framework at their discretion for requirements in April 2019 and beyond.
IAG Update MOJ still considering options as we are awaiting the results of the HMPPS review; IAG wont be in the Prison Education Framework or DPS We expect to share details of the plans for future IAG requirements in the Jan Webinar We will provide further information in a separate IAG Webinar – Date TBA.
Please Note: We are aiming to release a draft copy of the specification for the Prison Education Framework to the market by end November 2017, to allow for supplier feedback – via the Bravo Portal.
