Main issues as gathered from members: Tokyo MoU Main issues as gathered from members: Inconsistencies in inspections around region Greater numbers of deficiencies in some countries Implementation of MLC BWM – situation complicated by a second agency in some countries BUT ... appeals procedure not being used

The main problems appear to be: China PSC The main problems appear to be: Rude and sometimes aggressive PSCOs Lack of English Lack of technical knowledge Not leaving the reports on board the ship prior to sailing Not being notified of the observations Not being fully informed of the reason for the detention

Port State Control – facilitation payments Our initiative to assist Maritime Anti Corruption Network (MACN ) Corruption 'hot spots‘, particularly in the Ukraine. Encouraging report incidents to General Counsel, in strictest confidence Better idea of scale of problem, tactics used to extract fines   Other hot spots / initiatives used to refuse payments?
