CONCLUSION South Africa performs poorly on all innovation indicators – by comparison with all of the other BRIC countries, Brazil included Performs particularly poorly in respect of high tech – patents, co-invented patents, high tech exports, royalties received

3. IN-DEPTH INTERVIEWS WITH CLUSTERS OF HIGH TECH FIRMS Mining Equipment and Specialist Services (12) Technology Award Winning Firms (6) ICT Software (4) Earlier Study : innovative firms (19)

CONSTRAINTS – In Order of Importance Mining Equipment Specialist Services Skills Finance (small; exporters) Infrastructure (Electricity) Technology Award Winners Finance Govt. Procurement BEE ICT Software Bandwidth Constraints on Export of IP

GOVERNMENT POLICIES Mining Equipment Specialist services R&D incentive used by large firms Decline in public funding for research Technology Award Winners R&D Incentive not used Some but limited use of govt. financial supports ICT Software R&D Incentive very little used Bandwidth pricing and speed

A NOTE ON BLACK ECONOMIC EMPOWERMENT ONE UNFORSEEN AND UNRECOGNISED CONSEQUENCE: A NEW RACIAL DIVISION OF LABOUR IN ENTREPRENEURIAL ACTIVITY

CONCLUSION – SKILLS AS THE BINDING CONSTRAINT CONSTRAINT FALLS MOST HEAVILY ON NEW SMALL FIRMS THE FIRMS THAT NEVER COME TO FRUITION IN THE ABSENCE OF A STRONG SUPPLY OF SKILLS, ALL POLICY MEASURES TO ENHANCE TECH PERFORMANCE WILL FAIL
