GFOI Components Space Data Capacity Building Methods and Guidance GFOI works with space agencies through CEOS to ensures the long-term, world-wide acquisition of core satellite data helps countries meet their individual data needs Capacity Building GFOI provides capacity building in coordination with others such as UN-REDD. It supports the use of satellite and ground data to monitor forests, and estimate GHGs. Methods and Guidance Guidance on integrating remote-sensing and ground-based observations for estimation of emissions and removals of greenhouse gases in forests. Research and Development Identifying and promoting R&D needed for practical, global implementation of National Forest Monitoring GFOI Office Coordination and Management

Space Data Coordination Group (SDCG): 3 Elements: Assuring the availability of consistent time-series of optical and radar (SAR) satellite data over global forest cover. At least one annual national cloud-free optical coverage over each country. Publicly open (“core”) satellite data, phased implementation - full global coverage by 2016 Implementation of Baseline Global Data Acquisition Strategy A coordinated strategy for national data acquisitions accommodating countries’ specific technical requirements, heritage, or experience. Covers a wider range of satellite data sources, including commercial. Space Data Services Available Includes support for science studies assisting the development and evolution of the MGD for GFOI. Data Supply in Support of GFOI R&D Activities

Coordination of satellite data supply Fundamental to GFOI objectives Supports all countries participation in reporting Ad-hoc SDCG established by CEOS in support of GFOI needs with good participation from necessary agencies Good progress towards baseline global strategy SDCG is an essential capability for CEOS/GEO Facilitation of forest observations in support of national forest information systems is a fundamental objective for GFOI. CEOS established the Space Data Coordination Group to support GFOI’s requirements in publicly available Earth Observation data. The SDCG has followed its 2012 Work Plan generally to schedule:   Establishment of the SDCG and terms of reference (completed at 1st SDCG meeting Mar 2012). Development of GFOI dataset requirements (draft developed Mar 2012, ongoing activity to meet changing scenarios.) Development of a first draft of the baseline global data acquisition strategy (draft to be discussed at 2nd SDCG prior to submission for adoption at the CEOS Plenary October 2012). Inform GFOI of data gaps which may require purchase/negotiation of alternative data sources (October 2012 following CEOS Plenary endorsement) Ongoing data acquisitions in support of FCT & National Demonstrator needs, with possible expansion to include more REDD+ countries (during 2012/2013). Initialising planning for national data acquisitions (late 2012/2013). Liaise with GFOI on the development of interface(s) with commercial data providers and possible data donors to optimise their acquisition strategies and donations (late 2012). Concur with FCT/GFOI on data process/packaging and distribution process (late 2012/2013)

Component aims to stimulate R&D on developing approaches that are not operational but could be widely available and useful R&D Workshops to discuss major topics, on-going work and how to promote further development, some with GOFC-GOLD Identifying and provision of space data to meet R&D carried out through CEOS & SDCG Identification of new approaches that can be included in future versions of the Methods and Guidance Identifying funding opportunities

SilvaCarbon Program – US and FAO Contribution to GFOI Capacity building component of GFOI USG Program that utilize the expertise of each USG agencies, and collaborate with Academia, NGOs and Industry. Currently active in 3 regions, starting in 2011, and plan to be operative until 2019 Areas of work: Remote sensing, forest inventory implementation and analysis, and greenhouse gas inventory
