Multilateral Cooperation in Disaster Relief to Express Humanitarian Care, and to Build Blocks of Friendship Natural disasters are the common enemy for human kind, and only joint international efforts could overcome these catastrophes. In recent years, China has been the recipient for international assistance in relief, indicating the Government’s priority over people’s life and property, and also showing an open and cooperative mind in the relief efforts. In the meantime, China has participated in many international relief efforts and given much help within its capacity. Kofi Annan, Former Secretary General of the United Nations said that the large-scale relief assistance China as a developing ry to disaster-hit ries was of great significance. Multilateral cooperation in relief is a major approach in international cooperation on relief.

1.1 Assistance to the earthquake-hit areas in Pakistan A major earthquake rocked Pakistan in October 2005. After the earthquake, China immediately provided,through United Nations Development Programme, a large quantity of emergency disaster relief assistance to the earthquake-hit areas in Pakistan. The picture shows the earthquake-devestated area in Pakistan. The picture shows that relief supplies provided by China through multilateral agencies were sent Shijiazhuang Airport to the earthquake-hit areas of Pakistan on October 12th, 2005.

1.3 Chinese rescuers provide much-needed medical assistance in Haiti 1.3.1 China's relief materials leave for quake-hit Haiti BEIJING, Jan, 16, 2010 (Xinhua) -- A Boeing-747 jumbo jet carrying 90 tonnes of Chinese government's emergency humanitarian relief materials took off from Beijing Capital International Airport to quake-hit Haiti at 12:22 p.m. on Saturday. The 13 million yuan (1.9 million U.S. dollars) quake-relief materials, including tents, stretchers, food, medicines, clothing and water purification equipment, is China's first batch of relief material to the Caribbean country.

1.3.2 Medical Assistance to quake-ravaged Haiti In this photo, a Chinese doctor treats Haitian patients at a shelter for earthquake victims in Port-au-Prince on February 1. Being the only foreign rescue team to run medical-aid stations in quake-ravaged Haiti, Chinese rescuers are giving quake victims what they desperately need: medical assistance. The China International Search and Rescue Team, arriving in Port-au-Prince at 2 a.m. local time on Jan. 14, opened the first medical assistance station at 8 p.m. the next day, said captain Hou Shike. The station had been treating patients pulled out of debris and provided medical support to medical and security personnel, he said.

China's second station in the refugee camp near the office building of Haitian prime minister had treated and some 120 people, while giving hygiene tips and conducting epidemic prevention work in the camp. "To prevent epidemics, we had sterilized an area of 300 square meters in the refugee camp crammed with thousands of quake victims," Hou said. "Confronted with severe wound infection, numerous refugees are in urgent need of professional medical treatment," said Fan Haojun, deputy captain of the team. He said although local volunteers had done their best to offer basic treatment, but because of the lack of wound cleansing, infections among some of the wounded had deteriorated that even small operations costed more time and medicines than usual, said Fan.

The Chinese rescue team of more than 60 people left Beijing for the Caribbean island Wednesday night along with 10 tonnes of food, equipment and medicines. A 40-member medical and epidemic-prevention team, meanwhile, was dispatched to Haiti. Their deployment was meant to relieve a Chinese search and rescue team, which had been operating in Haiti since January 14 and was one of the very first international rescue teams to arrive in Port-au-Prince after the earthquake. Each of the Chinese doctors on the team had participated in the rescue mission in the wake of the Wenchuan earthquake. During their two-week stay in Haiti from January 25 to February 8, they treated about 4,000 Haitian patients, while training volunteers in preparing drugs and conducting sterilization. As a part of the training, the volunteers were schooled in methods to control the spread of epidemics on their own after Chinese doctors' departure, Yang Zhengzhou, an epidemic specialist on the team, told Xinhua News Agency.

In addition to medical workers, China has deployed four more peacekeeping police officers to Haiti. Among the eight Chinese police officers killed in the earthquake, four were members of the Chinese peacekeeping police force in Haiti. Apart from maintaining public security, Chinese peacekeeping police officers play a critical role in rescue and relief operations, said Edmond Mulet, the interim head of the UN Stabilization Mission in Haiti, in an interview with Xinhua News Agency. "My impression of the Chinese peacekeepers is that they are a professional, highly efficient, fast-responding and multi-functioning team," he said. They are, he said, "an important force" to maintain the situation in Haiti and especially in Port-au-Prince.

China, as a permanent member of the UN Security Council, "was the first to propose increasing the capacity of the UN in Haiti's reconstruction," he said, noting that he believes the move demonstrated China's political support for the world body. This was underscored by the fact that, on January 19, the UN Security Council adopted a resolution under which it would send an additional 3,500 peacekeepers—including 1,500 police officers and 2,000 military personnel—to Haiti. The massive quake also left eight Chinese police officers, serving in China's peacekeeping forces, buried. The body of one missing police officer had been found, said China's public security ministry late Saturday night. China ready to deliver quake-relief assistance to Chile BEIJING, Feb, 28,2010 (Xinhua) -- China is ready to provide emergency relief assistance to quake-hit Chile, Chinese Foreign Ministry spokesman Qin Gang said here Sunday.

After the catastrophic earthquake, Chinese President Hu Jintao on Saturday sent a message of condolence to his Chilean counterpart Michelle Bachelet[1] over the casualties and property losses. Hu, on behalf of the Chinese government as well as in his own name, extended sincere condolences to Bachelet, the Chilean people and government as well as deep sympathies to the earthquake victims. There has been no report about any death or injury of Chinese nationals in Chile so far, Qin said. Chinese Foreign Ministry has launched two telephone hotlines round the clock for public consultation. "Our staffers have received several hundreds of phone calls seeking help," Qin said. The Chinese Embassy in Chile is going all out to check the safety of Chinese nationals and institutions in Chile and offering assistance to those in need, according to Qin. A massive 8.8-magnitude earthquake rocked southern Chile early Saturday, killing more than 300 people so far.
