Coordination Detailed structures in most countries Core team, working groups, forum Wide range of entities covered: central government, other levels of government, private sector, GI associations and education Importance of involving all the stakeholders 08-March 2010 GISCO Working Party 2010
Quality assurance Different levels of detail provided Data quality is mostly assured by the individual data producer Several producers have certified quality assurance mechanism Some more general approaches Some MS develop tools for conformance testing Data, metadata, services 08-March 2010 GISCO Working Party 2010
Data and service sharing Basic data is usually accessible Many ad hoc agreements Several countries are working on harmonising licences, some based on CC Some countries mandated homogeneous and compulsory data sharing Update of „Good practice document for DSS“ 08-March 2010 GISCO Working Party 2010
Sharing: barriers Still several barriers: data often optimised for one user and not suitable for multiple usage data dispersed licences (different, complicated) lacking documentation of the data lack of know-how costs for collecting, price of the data unclear issues with data protection quality not always clear 08-March 2010 GISCO Working Party 2010
Cost/Benefits Most countries have at least some estimates Costs: total costs/marginal costs, single investments/maintenance coordination, spatial data sets, metadata, services, geoportal, training, support, M&R Benefits: not immediately available but clearly coming labour costs, less duplication, better decision making, services to citizens, better access including the private sector C/B analysis: Catalonia, NL 08-March 2010 GISCO Working Party 2010
Geoportal Most countries are developing a central access point for the INSPIRE geoportal Specific information on this topic will be important soon Access to discovery and view services 08-March 2010 GISCO Working Party 2010
Monitoring 2010 List of data sets and services Important reference for working groups on Annex II and III Used by MS to evaluate duplications Evaluation of current indicators: State of Play report Next year: evaluation of trends 08-March 2010 GISCO Working Party 2010
Metadata 08-March 2010 GISCO Working Party 2010
Data sets 08-March 2010 GISCO Working Party 2010
Services 08-March 2010 GISCO Working Party 2010
Lessons learned Guidelines Clarify the scope of some chapters of the report (e.g. quality: metadata, data sets, services), Clarify what is to be included in the report (e.g. already existing elements of the SDI), Clarify what needs to be monitored now, what in the future, Clarify specificities of the tools. Tools Feedback overall positive Some changes to facilitate the use of the excel sheet should be made No major changes foreseen, no structural changes 08-March 2010 GISCO Working Party 2010
Looking forward to monitoring 2011 http://inspire.jrc.ec.europa.eu/ 08-March 2010 GISCO Working Party 2010
