Tender Call Dossier -Dosje s natječajnom dokumentacijom (2) Tender Dossier daje sve odredbe koji ponuditelji trebaju za sastavljanje svojih ponuda i sastoji se od: Instruction to tenderers (Upute ponuditeljima)- definira predmet nadmetanja, raspored svih aktivnosti, tko može sudjelovati, porijeklo, sadržaj ponuda, dodatne informacije, pouka o pravnom lijeku) Draft Contract and Special Conditions i aneksi (Nacrt ugovora i posebni uvjeti s aneksima) -obveze konzultanta i općine, rješavanje sporova, plaćanje, rokovi, raskid ugovora ) Terms of Reference-Opis posla- definiraju karakteristike traženih usluga Sastavni su dio Dosjea natječaja i postaju aneks ugovora između korisnika i konzultanta Omogućuju jasan uvid u svrhu ugovora i popis zadataka i usluga koje mora pružiti Moraju omogućiti jednak i nediskriminirajuć pristup nadmetanju
