Implemented by Sub-Project: Seizing the Potential of Diagonal Cumulation for trade in CEFTA A comprehensive analysis of the implementation of diagonal cumulation in the CEFTA region, by measuring the utilisation rate of diagonal cumulation in intra- regional trade and in trade with their bilateral trading partners (EU, Turkey and EFTA states). Based on the analysis results, advising CEFTA Parties on joint actions to maximize the potential benefits of diagonal cumulation Supporting CEFTA Parties in developing a joint position for negotiations with the PEM Convention, i.e. elaboration of a joint position paper along with speaking points Trainings for officials of the Ministries of Trade and Customs Authorities of the CEFTA Parties as well as to private sector aimed to address any issues undermining the smooth application of diagonal cumulation rules in CEFTA

Follow on project: Recommendations of Evaluation Mission Key Recommendations Main focus: Supporting the regional Trade Facilitation and Promotion Agenda (CEFTA Priority ii and v / RCC SEE 2020) As a general principle: build on results of current project phase and deepen work in those areas (e.g. Addressing MAB, Cumulation) Support better de-facto implementation of regional CEFTA decisions on national level – strengthen implementation capacities of national public authorities Involve private sector in shaping the trade facilitation/ promotion agenda through bottom-up PPD and strengthen public-private cooperation.
