Capacity Building Initiative in Transparency URUGUAY Capacity Building Initiative in Transparency Copenhagen, April 19 2017

Main aspects to share with you: Transparency - high priority issue for Uruguayan Government and its National Policy on Climate Change - reason to apply to this Initiative. Since the ratification of the Paris Agrement, Uruguay is committed to meet the new reporting requirements derived from its Art. 13 – needs to build/enhance national capacities to this aim. Uruguay is highly commited to mitigation, as well as to adaptation. Climate change adaptation constitutes a national priority. Therefore, adaptation was included in this project (effectiveness of actions, policies and how to communicate them). Basis for the elaboration of the PIF that was approved by the GEF: Programming Directions (GEF, 2016). Recommendations of the technical analysis of the FBUR (TTE, UNFCCC, 2016). Recommendations of the third party review of the last 2 NGHGI (2010 and 2012). Analysis of needs and gaps to enhance transparency from the vast experience that the country already has in reporting to the UNFCCC (4 NCs, 1 BUR and 2 BUR in elaboration, 1990-2012 series of National GHG Inventories). Main aspects to share with you: Expected results of this Project: Establish an efficient and articulated institutionality for transparency in line with national priorities: Transparency National Task Force; capacity-building needs and gaps assessment of the institutional environment for transparency; capacity buillding program; knowledge sharing information system integrated into policy and decision making. Facilitate and colaborate in the implementation of the NDC. Build awareness at a social level and enhance it at a political level (decision making). Develop tools, protocols, training and assitance for meeting the provisions stipulated in Art. 13: domestic MRV system (adaptation, technology transfer, financing, capacity building and mitigation); improvement of National GHG Inventory; training and peer exchange programs (i.e. Latinamerican Network on GHG Inventories – could it be a CBIT regional project?). Lessons learned: Take into account national priorities and circumstances, crucial to get political support. Build on the basis of what already exists in your countries and the experience you have. Involve national experts since the early stages of the process (national and expert knowledge) in order to start building national capacities since the very first beginning. Identify and take advantage of sinergies with other initiatives in place. Copenhagen, April 19 2017

Main aspects to share with you: Challenges: No rulebook for the Paris Agreement yet (modalities, procedures and guidelines). Domestic MRV – how to integrate different systems already in place in Uruguay into a coherent and overall tracking and evaluating system. How to integrante and assure consistency among the different reporting requirements and with other synergic activites/projects? Involvment and commitment of key actors of the society. Assessment and communication of adpatation. Gender-sensitive approach – opportunity and challenge at the same time.
