Begins answer with the words of the question: The first development in US-Soviet relations in the years between 1947-49 was the creation of the Truman doctrine. The Truman doctrine was a major development in US policy, announced by President Harry Truman in 1947. It promised increased American involvement in European affairs, it also introduced the policy of containment. Containment was the idea that the US would ensure, by various means, that Communism was not able to spread across Europe. However, this policy demonstrated America’s anti-Soviet approach, meaning that it increased tensions between Stalin and the West. Stalin felt threatened by America’s involvement in Europe, as well as by Truman’s blatant anti-Soviet sentiment.
