Background The future telecom services have the trend of multi-dimensional characteristics.(mobile Internet, cloud computing and other new applications and business models) new requirements for networks, such as high bandwidth pipes, mobility, real-time, interactive, high quality, security, etc. The network not only needs to transport more data efficiently, but also need to provide faster response and service differentiation.

Flow increase pressure high-bandwidth video and P2P application, operators face huge pressure on network capacity expansion. The scissors difference between bandwidth and revenue growing become wider. The challengers : high-bandwidth video and P2P application, OTT services, huge pressure on network capacity expanding. Being pipeline

The network need to become smarter This network development trends require operators to identify the user and service requirements at the network level to improve network efficiency and value through intelligent resource scheduling and network traffic management. This kind of network can be refer to as High Intelligent Network (HIN) to reconstruct the traditional simple network pipe into a ‘Smart Pipe’ The technologies component for HIN include converged resource policy control system, Deep Packet Inspection (DPI), intelligent traffic management/QoS mechanism, User Data Convergence(UDC), etc.

Characteristics of HIN Network status aware with DPI and multi-dimensional perception User self-assignment of network resources Network coordination between wireless and fixed network On-demand service quality assurance and service differentiation Intelligent traffic management/QoS assurance

Target of High Intelligent Network High Intelligent Network (HIN) provides network transport resources service based on user and application requirements.HIN can provide users with flexible mechanisms to enable users to request specific network resources and dynamically adjust the requirements.HIN can provide control interface to network applications, enable applications to request required resource and service level on demand.  

Highlight of Current Activities ITU-T SG13, 3GPP, BBF and CCSA have a strong intention on investigation and standardizing High Intelligent Network related technologies. ITU-T SG13 : NGN& Future Network, SUN (Smart Ubiquitous Networks)  3GPP: Enhanced PCC for FMC (WLAN,H(e)NB)  BBF: Interworking between Next Generation Fixed and 3GPP Wireless Access, Broadband Policy Control Framework (BPCF) CCSA: The architecture of High Intelligent Network;The converged fixed and mobile network policy control system

Strategic Direction Make a resolution of HIN including: The requirements for High Intelligent Network The system architecture of High Intelligent Network The typical application model and efficient networking scenario. Key considerations: The architecture of HIN is divided into control layer and network layer to enable the separation of network control and data transport, In addition to the exiting AAA and network management systems, the control layer consists of unified authentication system, traffic perception analysis system, policy control and traffic scheduling function. By interact with the service platforms, control layer can provide network status and user traffic information to applications, and collect resources requirements from applications. Strategic Direction Our target should be better focused on the application model and networking scenario in order to differentiate with other standard body. ITU-T SG13 has setup a study items on Smart Ubiquitous Networks (SUN) in July 2011. SUN is IP-based packet networks that can provide transport and delivery a wide range of existing and emerging services to people and things. 3GPP and BBF have agree developing the converged fixed and mobile network policy control standards based on PCC (Policy and charging control) architecture. Possible cooperation with major standard body.

Next Step Suggestion Based on the above discussion, we propose to start a new working item about resolution of HIN
