INTRODUCTION THANKS AND CONGRATULATE THE RAS FOR THE ORGANIZATION OF THE CAETS 2017 CONGRESS. GIVE THE OFFICIAL WELCOME TO RUTH DAVID OUR PERMANENT SECRETARY OF CAETS I WOULD LIKE TO REMEMBER BILL SALMON AND ITS CAETS PERFORMANCE. THANK CAETS ANIU HAS BEEN ELECTED FOR THE ORGANIZATION OF CAETS 2018 AND TO HOLD THE PRESIDENCY.

NATIONAL ACADEMY OF ENGINEERING URUGUAY ANIU IS AN ACADEMY WITH 52 YEARS OF EXISTENCE AND HAS BEEN A MEMBER OF CAETS SINCE 2000. ANIU IS A CIVIL SOCIETY ORGANIZATION, FINANCIALLY SELF SUPPORTED INDEPENDENT OF GOVERNMENT GATHERS TRADITIONAL ENGINEERING DISCIPLINES AND AGRONOMICS 60 NATIONAL MEMBERS, 5 CORRESPONDENT AND 3 INTERNATIONAL MEMBERS ANIU HAS PARTICIPATED IN ALL CAETS MEETINGS SINCE 2000 ANIU HAS DISCLOSED IN THE NATIONAL ENVIRONMENT THE CENTRAL THEMES OF CAETS MEETINGS.

ENGINEERING A BETTER WORLD CAETS HAS CHOSEN AS THE LEIT MOTIV FOR THE FIRST QUARTER OF XXI CENTURY “ENGINEERING A BETTER WORLD” IN THIS EDITION, THE RAS HAS CHOSEN WITHIN “ENGINEERING A BETTER WORLD”, THE GREAT THEME OF BIOENGINEERING AS A CAETS 2017 CENTRAL FOCUS. FOR CAETS 2018 WE HAVE CHOSEN A THEME IN PARTICULAR WITHIN BIOENGINEERING. THE “SUSTAINABILITY OF AGRICULTURE AND PLANTED FORESTS” FOR VARIOUS REASONS:

REASONS FOR CAETS 2018 SUBJECT MATTER 1) BECAUSE IT IS THE FIRST TIME THAT A CAETS CONGRESS WILL BE HOSTED IN SOUTH AMERICA, WHICH IS A BASICALLY FOOD PRODUCER CONTINENT AND IN PARTICULAR AGRICULTURE AND PLANTED FOREST PRODUCER. 2) BECAUSE THE PROMOTION OF PLANTATION FORESTS AND THE HIGHEST INVESTMENTS IN THE WORLD PULP INDUSTRY HAVE BEEN REALIZED IN THE REGION AND IN PARTICULAR HAVE BEEN A REVOLUTION IN THE LIFE OF BRAZIL, ARGENTINA, CHILE AND URUGUAY AND EXTENDS PROGRESSIVELY TO OTHER COUNTRIES AND THEREFORE, WE CONSIDER THAT IT IS A SUBJECT IN WHICH THE REGION HAS TO CONTRIBUTE TO WORLDWIDE KNOWLEDGE AND EXPERIENCE.

REASONS FOR CAETS 2018 SUBJECT MATTER 3) BECAUSE THE EXPANSION OF AGRICULTURE DUE TO FOOD COMMODITIES PRICES, HAS INCREASED THE PRODUCTION OF GRAINS IN ALL THE CONTINENT AND CHANGED THE USE OF THE SOIL, WITH THE CONSEQUENT IMPACT ON THE CARBON FOOTPRINT DUE TO THE EROSION OF THE SOILS WITHOUT AN ADEQUATE PLAN OF MANAGEMENT, AREA IN WHICH, THERE ARE ONGOING INNOVATIVE REGULATIONS AND INNOVATIONS IN MATTERS OF CROPS THAT PRESERVE THE CARBON IN THE SOIL. 4) BECAUSE THE DECLINE OF THE DEMAND FOR PAPER, HAS DETERMINED THAT THE INDUSTRY IS REORIENTING THE PROCESS OF THE RAW FORESTRY MATERIAL TO OTHER USES AND IN PARTICULAR TO BIOFUELS OF SECOND AND THIRD GENERATION AS AN ACTIVITY AREA ABLE TO TAKE ADVANTAGE OF THE ARTIFICIAL FOREST MASS WHAT HAS BEEN DEVELOPED IN THE LAST 20 YEARS IN THE REGION.

REASONS FOR CAETS 2018 SUBJECT MATTER 5) BECAUSE IT IS NECESSARY TO HAVE BETTER CERTIFICATION PROCESSES FOR AGRICULTURAL AND FOREST ACTIVITIES AND RELATED INDUSTRIES THAT ENSURE ENVIRONMENTAL SUSTAINABILITY 6) BECAUSE THE SOUTH AMERICAN CONTINENT HAS EXPERIENCED A RISE OF COMMODITIES BUT WITH LITTLE ADDED VALUE, BASICALLY STIMULATED BY CHINA'S DEMAND AND IT IS NECESSARY THAT THE REGION PROCESSES A SHIFT FROM THE PRIMARY SECTOR TO THE SECONDARY AND TERTIARY SECTORS AND ADD RESEARCH AND INNOVATION BASED IN THE OWN CLIMATE AND GEOGRAPHY CHARACTERISTICS.

REASONS FOR CAETS 2018 SUBJECT MATTER 7) BECAUSE THE CHANGE OF THE PRODUCTIVE MATRIX IN THE PRIMARY SECTORS AND IN THE INDUSTRY REQUIRES NEW CAPACITIES OF ENGINEERS AND GRADUATES THAT IS NECESSARY TO DEVELOP, MULTIPLY AND INNOVATE. 8) BECAUSE SIMULTANEOUSLY TO THIS PRODUCTION TREND, THE RECYCLING OF WASTE IS A MANDATE OF SUSTAINABILITY ON ONE SIDE AND BECAUSE THE USE OF WOOD AS A CONSTRUCTION MATERIAL UNDER CONTROLLED PARAMETERS, IS AN ALTERNATIVE THAT DOES NOT FOR OLD, STOP BEING OF ENORMOUS INTEREST.

REASONS FOR CAETS 2018 SUBJECT MATTER 8) FINALLY, BECAUSE THE INCREASE IN THE PRODUCTION OF THE REGION HAS GENERATED A DEMAND FOR TRANSPORT INFRASTRUCTURE AND LOGISTIC OPTIMIZATION THAT IS ESSENTIAL FOR THE COMPETITIVENESS OF THE REFERRED PRODUCTION
