Zimbabwean Context Zimbabwe has been implementing a Results-Based Framework for Government since 2005 against a background of economic challenges which includes record high inflation rate in 2008. This process has seen civil servants from the most senior to the lowest levels undergoing training as well as development of numerous national plans with a results bias.

Context cont…. Results Based Management (RBM) initiative is under the jurisdiction of the Office of the President and Cabinet (OPC) in the department for Public Sector Administration and Modernization, headed by a Deputy Chief Secretary

Context cont.. Over the last years, challenges were experienced in implementing aspects of the RBM approach especially those related to: Planning (no standard approach) Budgeting (inadequate funding) Performance management (lack of incentive mechanisms) This led to reduced level of adoption amongst ministries and, as such, reduced effectiveness of the approach.

Context Cont… In 2007, Zimbabwe joined other African countries in forming the Africa Community of Practice (AfCoP) on Managing for Development Results (MfDR). Allowing Zimbabwe to be involved in MfDR for a long time now.

Context cont.. Zimbabwe has been working on the Africa for results (AfriK4R) initiative since September 2013 and much work has been done since inception including: Zimbabwe Country and Regional Integration MfDR Readiness assessments Validation of the Assessments Conducting of a high-level workshop in May 2014 to present the validated results and way forward Agreement on an action plan of specific Rapid Results Approach (RRA) initiatives whose implementation started after the high level workshop. In November 2014, a learning event was held, the purpose of which was to raise awareness on the Managing for Development Results (MfDR).

Rapid Results Initiatives in Zimbabwe Zimbabwe launched Rapid Results Initiatives focusing on the following: Developing a National Monitoring and Evaluation (M&E) Policy Developing best practice structures for Results Based budgeting The Office of the President and Cabinet (OPC) put teams together that would implement the areas to be covered under the Afrik4R programme focusing on the aforementioned initiatives.

Monitoring and Evaluation (M&E) RRI Goal To develop a national monitoring and evaluation policy by 20 October 2014 Objectives To establish a solid framework for M&E To enhance accountability and transparency

Methodology The team working on the M&E initiative had a well set governance structure and three working groups focusing on: Concept note development Development of policy document Dissemination of policy

Lessons and experiences There was maximum participation by stakeholders representing State and non- state actors Structures were put in place to ensure efficiency and effectiveness There was promotion of public awareness and encouragement of interested parties to participate The national coaches were continuously involved in upgrading the skills of the team

Lessons and Experiences Cont.. There was continuous reviewing of progress to guarantee implementation There was need for adequate resources to implement Some processes were beyond teams control such as the approval from Cabinet, so it is critical to have clarity on what can and what cannot be done as the goal is set.

Results The process to get the draft policy took 90 days The policy is now in place and will be binding on all the public sector The dissemination of the policy is currently underway and will continue until all stakeholders are covered

Results Based Budgeting (RBB) RRI Goal – Develop best practice programme structures Objectives – prepare results based budgeting system for the government of Zimbabwe

Methodology Development of Results Based Budgeting (RBB) concept paper Sensitisation worshops on Programme Based Budgeting (PBB) Validation and alignment of RBM documents for all ministries

Methodology cont.. Validation of programme structures for three pilot ministries (Health and Child Care, Public Service Labour and Social Welfare, Primary and Secondary Education) Preparation of PBB budget manual. Four teams headed by a team leader were assigned specific tasks in the workplan.

Lessons and experiences Treasury as the lead department needed to have clarity on the reform agenda so as to be able to answer the following questions: how do we assist and improve? are we giving support to line ministries? what toolkits can we use to assist?

Lessons and experiences cont... Ownership and team building was critical Team work across government ministries as has been reflected this far is critical and ministries must continue to assist each other Inclusivity as everyone needs to be involved and appreciate that they all have choices

Results The team has been able to make great strides and mobilise significant funding from development partners for the roll out of this RBB process in the following ministries which participated in the pilot project Health and Child Care Public Service Labour and Social Welfare Primary and Secondary Education

Results Cont.. The plan has been upscaled to another nine ministries these are Agriculture, Mechanisation and Irrigation Development, Local Government, Public Works and National Housing, Women’s Affairs, Gender and Community Development, Youth, Indigenization and Economic Empowerment and Justice, Legal and Parliamentary Affairs.

Results cont.. Together these ministries constitute 70% of the resources that are being disbursed by the Ministry of Finance and as such implementation was ideal to ensure the greatest impact. By 2017 the rest of the government ministries would be covered

Beyond the Afrik4R projects Zimbabwe launched the Ease of Doing Business reforms in September 2015 utilizing the Rapid Results Approach. In order to tackle the reforms Technical Working Groups (TWGs) were established to deal with the different indicators these were grouped as detailed below: Ease of Doing Business - Rank of 171 out of 189 - Rank of 155 out of 189 (After RRI)

Beyond the Afrik4R projects cont.. Starting Business and protecting Minority Investors Dealing with Construction permits and registering Property Getting Credit Paying taxes and Trading Across Borders Enforcing Contracts and Resolving Insolvency

Beyond the Afrik4R project cont.. The first phase (100 days) was successful and a second 100 days to buttress and consolidate the work on the reforms with a special focus on the legislative framework was launched. The first 100 days focused on creating or amending legislation to make it conducive to the doing business environment. Processes and procedures were also reviewed and streamlined to ensure efficiency in doing business in Zimbabwe
