Begin in Power BI Desktop where the reports are created.

Those reports are published to the Power BI Service and then shared, so that users of Power BI and Power BI Mobile apps can consume the information.

To build a dashboard, you need a dataset a report a dashboard. The dataset is the source of data. It can be an CSV file, Excel report, Sequel database connection… Reports are useful to create visualizations that explain your data. A dashboard is a collection of visualizations and/or reports.
