Russian Revolution -France and Britain appeal to the U.S. for help once it becomes a one-front war. 2. ***UNRESTRICTED SUBMARINE WARFARE- German policy of using submarines (U-boats) to sink any ship on the Atlantic, military or not, neutral or not. Tried to break the BIRITISH BLOCKADE which stopped all ships so Germany would not get supplies. Germany sinks several ships with Americans aboard including the LUSITANIA a British passenger liner -1200 killed including 124 Americans.
