Course Project Background FEMA is in the process of rethinking its approach to fostering preparedness for communities. Since the US is a federation of states, federal agencies have no authority to dictate actions to communities. Disasters always have a local impact. FEMA is not a response agency FEMA is encouraging communities to be “resilient”.

Course Project Task Write a position paper that explores the concept of resilience for communities. Example issues to be codified are: What is community resilience? What are the factors of resilience? How do we measure resilience? Is resilience the same for all community types? How does community resilience different from personal resilience, family resilience, business resilience, etc.? How do we improve resilience? Who is responsible for resilience? How do we foster resilience? Can I build a model of resilience? How might social networks and social network tools support resilience?

Course Project Deliverables Paper Due Bibliography 20 pages, single spaced, 12 point font. Presentation Due Last day of term Bibliography Create a bibliography of your research that adds to the bibliography supplied.
