Hamilton County Sheriff’s Office Visits from Professionals – 2018

PURPOSE To Provide a standard to allow inmates to have professional visits from attorneys of record or clergy within the Hamilton County Corrections System

DEFINTION Professional Visit- Visits between inmates and professionals such as lawyers, clergy, government representative and mental health workers, with the intent of providing a service to the inmate.

Guidelines Any professional visitor, attorney of (criminal/civil/other attorney of record) and members of the clergy or similarly titled person of any religious section/group, or denomination of which the inmate practices shall be allowed to visit their client during any reasonable time, both day and evening time, assuming there is no significant security or safety matters existing or expected in the immediate future.

Common Situations that May preclude Inmate Feeding Inmate Counts Emergency Situations Attorneys/clergy/professional visitors can visit at night during sleeping hours with the approval of the on-duty Lieutenant or Supervisor.

Guidelines Attorneys/clergy/professional visitors that are a confirmed family member of the inmate but wishes to visit will not be authorized a contact visit but will be given an un-timed non-contact visit with the inmate by using the visiting mezzanine.

Guidelines When an attorney/clergy/professional visitor comes on post to visit with an inmate the control room deputy must document in his/her log book. The inmate will include the inmate’s full name and identification.

Guidelines Visits by an attorney/clergy/professional visitor will occur on the inmate’s housing unit in the sallyport. Attorney’s / clergy / professional visitors can ask for a private meeting area and must be approved by the Administrative Captain or Designee.

Guidelines Housing unit deputies will provide security for the visit and shall consider professional visits confidential. Housing unit deputies shall remain in the immediate area to visually monitor the visit, but professional visits are not to be overheard, listened to or recorded.

Guidelines If any Jail Service deputy observes anything inappropriate occur between a professional visitor and inmate (passing of contraband, touching, using the professional visitor’s phone, etc.) the on-duty supervisor shall be immediately notified. The on-duty supervisor can stop the visit with proper cause. The on- duty supervisor shall notify the Division Major and Administrative Captain in writing or by phone.

Guidelines Inmates’ visits with attorney /clergy / professional visitor shall be conducted according to the general receiving procedures of the Hamilton County Corrections System. All visits when the inmate is at the Hamilton County Justice Center will check in at North Building Visiting (George-11). Reading Road and Woodburn will check in at those facilities base (Ocean Base and Woodburn Base)
