Gender Responsive evaluations SDGs, Global Evaluation Agenda 2020 – “gender lens” Equity Focussed and Gender Responsive (EFGR): Aim to “leave no one behind” Applies gender analysis with a focus on structural inequalities, power relations, access to resources, strategic gender needs Develop gender sensitive evaluation questions and indicators Utilizes gender sensitive data collection techniques Forms a gender-sensitive, gender-balanced evaluation team Assess how the intervention has contributed to the achievement of results in improving the lives of women and men Culture and Gender Responsiveness interlinked Global South rich experiences to develop contextual and language appropriate methods

South-to-South Project 4 VOPES from Global South Latin America & Caribbean: REDWIM (LAC Women in Management Network) RELAC (Latin American & Caribbean Evaluation Network ) South Asia: Community of Evaluators (CoE) Africa: Africa Gender and Development Evaluators Network (AGDEN) Aim: To developed curricula to mainstream a Gender Transformative approach into evaluation through capacity building based on the existing regional (Latin America & Caribbean, Africa and South Asia) experiences and innovative ways to develop technical and leadership competencies.

Africa AGDEN Focus Process Results Curriculum for training Equity Focussed and Gender Responsiveness in evaluations Process 2-tiered: VOPEs, Evaluators surveys Engagements: AfrEA, 3rd Global Forum, Nairobi meeting Identify Gaps - Identified Best practice and Case studies - Develop Curriculum – Develop special Topics (using case studies) Results Revised curriculum: Module 1: Context and Culture Module 2: The role of evaluation in gender equity and social equity Module 3: Key concepts, frameworks, approaches and theories ion evaluation Module 4: Methods, Tools and Techniques Module 5: National Evaluation Policies and Systems Module 6: Partnerships in evaluation (stakeholders and institutions) Topics: Participatory methods to enable gender responsive qualitative data collection for evaluations Mixed methods for gender responsive and equity-focused evaluation of SDGs Awareness of gender responsiveness and transformative national M&E systems and policies and cultural contexts Language critical (Francophone, Anglophone) Cultural responsiveness linked to gender (and language) Use of case studies important 2 existing curricula of AGDEN revised 12 Countries participated

Latin America and Caribbean RELAC, REDWim Focus Gender Transformative approaches capacities and priorities Process Collaborative consultative process Survey to map existence of capacity development (distributed to evaluation networks) Validation workshop: Argentina (10 experts from 5 countries) Results Change Agents to promote Gender Approach in Evaluations Training module to address technical and leadership competencies required to conduct gender responsive evaluation under cultural conditions of the region Recognising gender-sensitive evaluators as leaders and agents of change in implementing transformative evaluations Evaluators as agents for change framed in 3 dimensions: Ethical (Human rights approach, Inclusion, non-discrimination, overcome unequal power relations) Technical (Tools, methods, norms and procedures) Political (Advocacy, activism) Gender equality through cultural sensitivity - analyse and question structures of power that may reinforce and perpetuate inequalities

Community of Evaluators South Asia Focus Capacity development in Culturally Responsive Evaluation in South Asia context Process Introduced Experts from 3 countries developed curriculum Modules include case studies and materials based on expert experiences Developed, peer reviewed, piloted and revised Modules demystified engendered evaluations Towards Gender-transformative frameworks in evaluations Role of ethics in gender and equity focused evaluations Engendering OCED/DAC criteria for evaluation Learning From Experience In A War-Torn Country Where Patriarchy Is Profoundly Rooted Toolkits with wide application Wide audience: Funders, NGOs, grass roots, civil society. “So that those who work in and fund programmes understand it.” Contextual material important Cultural competency critical Ethics important aspect to consider

Lessons learned Process: Content: Different processes and initial focus Wide consultation across countries enriched learning experience Sharing between regions (process and deliverables) Audiences differ and do not just focus on evaluators Content: Sharing of resources/deliverables between regions Value of case studies Culture and context very important to consider Language challenges within and between regions Leadership and agents for change Competencies focus needed regionally and globally Link competencies (incl. EFGR) to evaluation quality standards Linking existing expertise and incorporating EFGR

Conclusion This South-to-South project was a unique partnership across Southern regions Remarkable knowledge sharing across combined contextual experiences Project provided platform to engage evaluators from different countries within regions, and between regions to discuss issues important for culturally and gender sensitive curricula Valuable funding from EvalPartners: Peer-to-Peer small grants programme
