Organization and Mission Statement To provide processing, equipping, training, certification and proactive family support to ADSW Sailors, Individual Augmentees (IAs) and provisional units throughout all deployment phases in support of COCOM requirements, contingency operations, or national crises. ECRC functional capabilities are Mobilization Processing sites, Training Liaison detachments, COCOM Liaison detachments and Warrior Transition Program. ECRC reserve units are organized to support mobilization. The rates included in those units are the same rates that are resident in the functional capabilities. Through a modular approach, the ECRC reserve personnel can be task organized to meet various mission sets. GSA are ACDU OFFICERS who volunteer for an IA thru their detailer. Then process thru ECRC by TEMADD or TDY orders. Do not return to Parent Command (Previous) but Parent Command does track and act as the CIAC RC MOB: NOSC provides the CIAC services not the individual reserve unit

(username / password) IDSS: IDSSs are designated Fleet and Family Service Center Staff, provide individualized support and assist with information and referral, homecoming briefs, and clinical counseling during a Sailor’s IA deployment cycle.  CIAC vs IDSS: CIAC main purpose is to be command SME on all matters as they relate to the IA and prepare for deployment. IDSS assists the family with day to day issues that arise. Both have the capability to work closely together. IDSS support continues 180 days post deployment

EVALS/FITREPS Active Duty Sailors will receive: Regular Reports from Parent Command to include: Periodic Reports - NOB or Observed Parent Command will maintain report continuity Concurrent Reports from Theater Command: Detachment of Individual/Detachment of Reporting Senior (as required) Mobilized Reservists will receive: Detachment of Individual Reports from NOSC Regular from Theater Command Periodic and Detachment Mobilized Reservists will not go FORWARD without a Detach Report from their NOSC

Gas Mask Fitting Schedule will be posted. Stick to your designated time. You will be issued the M50 gas mask. If you have your M50 insert for corrective lenses, bring it. If not, ECRC medical will work to get you one. EUCOM, CONUS and SOUTHCOM do not need fittings.

Travel arrangements will be made for you Group travel Government Transportation If you have to make individual arrangements, you must contact SATO as per your TAD orders Do NOT change ticket/itinerary at the airport. All changes must be coordinated via your Action Officer, LNO, and SATO Personnel going to follow-on training will typically be issued: 3 seabags full of mission-specific gear – each ~70 lbs. 1 ruck sack to be used as a 72-hour transportation bag (uniforms/essentials) – ~ 62 lbs. Personnel are authorized, in addition to the above, one carry on bag not to exceed the size of the normal commercial airline carry on

Rest and Recuperation Leave (chargeable R&R) Ordinary leave charged to member, travel funded by gov’t, travel days not charged as leave R&R generally taken mid-tour but can be taken any time after 60 days in theater/prior to 60 days from departure. Eligibility: Must spend 12 or more months deployed to an authorized overseas R&R location (e.g., 365 days boots-on-ground (BOG). Pre-deployment training, processing does not count towards R&R eligibility. If BOG broken by leave or TDY >9 days away from R&R country, no longer eligible for HDP-T !!! Cannot exceed 365 days TDY without USFF N1 or ASN waiver.

R&R Administrative Absence (Non-Chargeable R&R) Non-Chargeable R&R (NCR&R) locations certified by OSD via memorandum every 2 years Iraq and Afghanistan are the only currently authorized NCR&R locations Eligibility criteria: 270 BOG/365 deployment orders BOTH CRITERIA MUST BE MET, EXTEND BOG IF NEEDED TO GET TO 365 DEPLOYMENT ORDERS. Up to 15 day administrative absence not charged as leave and does not affect Hardship Duty Pay-Tempo (HDP-T) counter Just like regular R&R, travel is space-required, funded by government.

R&R Mitigation Strategy If current orders render you INELIGIBLE and you desire to extend to become eligible, then… Any extension requests to become eligible for R&R should be worked immediately upon arrival to theater by submitting a Volunteer Service Agreement (VSA) through CoC. VSA must be submitted NLT 180 days prior to end of BOG (due to sourcing of next rotation). See MOB orders. VSA will route via ECRC AO to USFF AO to PERS for ORDMOD if possible. Contributing factors: backfill sourced yet, detailer/community manager/parent command input, etc.

Return Home Warrior Transition Program (WTP) Third Location Decompression Program (TLD) for COSC All IA personnel deployed to AFRICOM or CENTCOM AOR are required to attend WTP-TLD in Sembach, Germany. All other IAs will receive a WTP-light during ECRC DEMOB week WTP-TLD Curriculum Weapon/Gear Return Post Deployment Health Assessment (PDHA) COSC Briefs Return and Reunion Briefs Decompression Time Customs Redeploy Waiver requests to ECRC CO Personnel granted waiver of WTP-TLD will attend WTP-light at ECRC instead

Customs Notice for WTP There have been an increasing number of individuals trying to take knives (auto knives, piston/spring assisted) and weapon add-ons (optics, fore-grips, slings, lasers, lights, rail guards, etc.) home from theater that they've either brought with them, or bought while in theater If it wasn't issued or there isn't an NSN for the item, Customs WILL confiscate the item(s)

Return Home (cont.) Members who do not out process via WTP must contact ECRC FWD CENT DET/CJTF HOA Command Element to arrange gear/weapon turn-in. ALL IA personnel returning from theater will return to ECRC for redeployment processing AC 1-2 days RC 2 weeks (to include TAP/GPS) Sailors will return to Parent Command or NOSC following completion of ECRC redeployment processing ***NOTE: A courtesy MOB does NOT automatically authorize that same NOSC I-stop or the same NOSC to be used for DEMOB*** The courtesy MOB/DEMOB NOSC must agree to all instances and it must be advantageous to the government.
