We already saw this morning Data is increasingly regarded as a valuable output of scientific research Sharing data makes the scientific process more transparent and efficient Many RFO’s and RPO’s have formulated policies, requirements, templates, etc. for Research Data Management (RDM) and Data Management Plans (DMP) Data practices and cultures of data sharing vary among and within domains and communities

Research Data Management: Lots of variation Who requires RDM? funders: national and international, public and private research infrastructures: national and international (e.g. ESFRI) universities, RPOs journals (DAP) What do they require? which/how many criteria? FAIR principles? retention period? during/after research? data sharing? eligible for funding? including software? recommended repository/datacentre/archive? How strict? obligatory (strong) recommendation advice How do they require it? via project proposal during evaluations via code of conduct via DMP tool How detailed? data management plan data paragraph once or periodic updates template: narrative/checkboxes

Summary of the RDM situation: Agreement on the overall aims of data management However….after 15+ years: Many details differ at the level of implementation Does this make sense? It is confusing the researchers!

Towards alignment of core requirements NWO pledged to push this forward on occasion of EOSC Summit, 12 June 2017 SE Working Group is the ideal forum to prepare the ground Start with aligning requirements of Science Europe member organisations DG Research European Research Council Other research organisations (universities, institutes, etc.), including Journals with Data Availability Policies, invited to join

Common principles as a rationale: Adapt & Adopt RCUK concordat principles? Open access to research data is an enabler of high quality research, a facilitator of innovation and safeguards good research practice.  There are sound reasons why the openness of research data may need to be restricted but any restrictions must be justified and justifiable.  Open access to research data carries a significant cost, which should be respected by all parties.  The right of the creators of research data to reasonable first use is recognised.  Use of others’ data should always conform to legal, ethical and regulatory frameworks including appropriate acknowledgement.  Good data management is fundamental to all stages of the research process and should be established at the outset.  Data curation is vital to make data useful for others and for long-term preservation of data Data supporting publications should be accessible by the publication date and should be in a citeable form.  Support for the development of appropriate data skills is recognised as a responsibility for all stakeholders.  Regular reviews of progress towards open access to research data should be undertaken.
