Eligible Services Category One includes services needed to support broadband connectivity to eligible schools and/or libraries. Eligible services include: Data Transmission Internet Access Services As of FY2019 voice services are no longer eligible for E-rate funding. © 2018 Universal Service Administrative Co.

Eligible Services Category Two includes services needed for broadband connectivity within schools and/or libraries, and services needed to bring broadband into and provide it throughout schools and libraries. Eligible Services Category One (C1) services are not limited in cost as long as they are cost- effective. Category Two (C2) services are limited by a pre-discount cost ceiling (“Category Two budget”) Budget period is five years. Budget is calculated based on: Schools: number of full-time and part-time students in the school Libraries: square footage of the library branch and location (i.e., IMLS locale code) © 2018 Universal Service Administrative Co.

Eligible Services Examples of Category One (C1) services include: Leased lit fiber or leased dark fiber Internet access Satellite service DS-1 (T-1),DS-3 (T-3), etc. DSL Broadband over power lines © 2018 Universal Service Administrative Co.

Eligible Services Examples of Category Two (C2) services Include: Routers, switches, and modems Cabling Access points for a local area network or wireless local area network Basic maintenance of eligible equipment Managed internal broadband services (e.g., managed Wi-Fi) © 2018 Universal Service Administrative Co.

Eligible Services List (ESL) Each year, the FCC releases a list of services that are eligible for the upcoming funding year at least 60 days before the opening of the application filing window. The ESL for each funding year provides general guidance on what products and services are eligible under the E-rate program for the upcoming funding year. © 2018 Universal Service Administrative Co.

Eligible Services List (ESL) The ESL also provides helpful information such as eligibility conditions for each category of service for each specified funding year. Applicants can only receive funding for eligible products or services that are being used for educational purposes. © 2018 Universal Service Administrative Co.

This page also contains Eligible Services Lists for previous funding years. © 2018 Universal Service Administrative Co. Eligible Services – Recurring Services Recurring services are services that are billed on a monthly basis – (e.g., broadband internet access service.) Recurring services must be received during the funding year to be eligible for E-rate funding. For FY2019, this means that recurring services must be received between July 1, 2019 through June 30, 2020. © 2018 Universal Service Administrative Co.

Eligible Services – Non-recurring Services Non-recurring services are one-time charges for services and/or equipment that are delivered and installed at eligible locations (e.g., wiring, other cabling or wireless installations and equipment). Applicants and service providers have until September 30 of the relevant funding year to deliver and install non-recurring C2 services. For FY2019, this means non-recurring C2 services can be delivered from July 1, 2019 through September 30, 2020. What is early installation? Some Category One non-recurring components can be installed as early as January 1, prior to the July 1 start of the funding year, if certain conditions are met. Category Two non-recurring services can be installed beginning the April 1 before the funding year. © 2018 Universal Service Administrative Co.

Early installation for non-recurring Category One services can occur provided the following conditions are met: Construction begins after selection of the service provider; The service provider must be selected pursuant to an FCC Form 470 posting; A Category One recurring service must depend on the installation of the infrastructure; and © 2018 Universal Service Administrative Co.

What is early installation? The Category One recurring service’s actual start date is on or after July 1 of the funding year. NOTE: The invoices (BEAR or SPI) cannot be dated before July 1 of the funding year. Introduction to Fiber What is Fiber? Optical fiber is a hair-thin strand of glass that can transmit information from one point to another. A fiber-optic cable is made up of three components: The core consists of individual fibers bundled together (i.e., consisting of hundreds or thousands of strands) The core is located inside a reflective glass tube. All of these materials are inside a protective covering. © 2018 Universal Service Administrative Co.

Introduction to Fiber What is Fiber? Fiber uses light to transmit data. If the fiber strands are carrying data, it is referred to as “lit” fiber. If the fiber cables are installed but do not carry data, it is considered “dark” fiber. © 2018 Universal Service Administrative Co.

Types of eligible fiber Introduction to Fiber Types of eligible fiber Leased lit fiber The applicant pays a monthly fee to the service provider who provides the fiber, the connections, the network equipment, and the data transport and/or internet access service. The service provider also manages and maintains the network. Leased dark fiber The applicant leases a portion of a fiber network owned by a service provider and pays separately for the network equipment, maintenance and operations, and data transport and/or internet access service over that fiber. Self-provisioned network The applicant owns the network that it hires a service provider to construct. The applicant must pay for the network equipment, pay to maintain the network, and pay for any data transport and/or internet access services separately. © 2018 Universal Service Administrative Co.

What is Network Equipment? Fiber – Network Equipment What is Network Equipment? A single piece of Network Equipment (also called basic terminating equipment) is eligible under Category One. The single piece must be located at the demarcation – the point at which the service provider would start to check if service were interrupted. FCC Form 470 Drop-Down Menus When requesting services on the FCC Form 470, you must select the correct drop-down option for the services you are requesting. The following slides will assist you in choosing the correct option. © 2018 Universal Service Administrative Co.

FCC Form 470 - Category One (C1) Drop-Down Menu Leased Lit Fiber (with or without Internet Access) A fiber-based service where the service provider owns and manages the network, and the applicant pays a recurring fee to have data transported over the fiber-based network. Example: lit fiber wide-area network (WAN) circuits, point- to-point circuits over lit fiber, or any finished end-to-end service provided over lit fiber. © 2018 Universal Service Administrative Co.

FCC Form 470 - Category One (C1) Drop-Down Menu Leased Dark Fiber and Leased Lit Fiber To request bids for leased dark fiber, which is when the applicant leases a specific number of fiber strands that are owned and maintained by a service provider. Includes a dark fiber lease or indefeasible rights of use (IRU). Applicants will pay separately for the network equipment needed to light the dark fiber and transmit data. Applicants must request bids for both leased dark fiber and leased lit fiber – accordingly, applicants selecting this category will receive bids for both leased dark and leased lit fiber. FCC Form 470 - Category One (C1) Drop-Down Menu Self-Provisioned Network (Applicant Owned and Operated Network) and Services Provided Over Third-Party Networks If you are seeking bids from a vendor to construct a broadband network or a portion of a broadband network that will then be used for data transmission and/or internet access. Applicant will exclusively own and maintain that network, including all fiber strands and conduit. Applicants requesting bids for a self-provisioned network must also request bids for services provided over a third-party network – accordingly, applicants selecting this category will receive bids for both types of service. FCC Form 470 - Category One (C1) Drop-Down Menu Cellular Data Plan/Air Card Service A commercial wireless data plan – eligible only in instances when the school or library seeking support demonstrates that the individual data plans are the most cost-effective option for providing internal broadband access for mobile devices at schools and libraries. FCC Form 470 - Category Two (C2) Drop-Down Menu Internal Connections Broadband connections used for educational purposes within, between, or among instructional buildings on a school campus or library branch. Eligible products must be located at the applicant’s site and must be necessary to bring broadband into, and/or provide it throughout, schools and libraries (i.e., to classrooms in a school or publicly accessible areas of a library). Examples include: wireless access points, routers, switches, hubs, and/or cabling. Applicants may request software that supports eligible components, such as licenses for switches, access points, and other eligible broadband equipment.   © 2018 Universal Service Administrative Co.

FCC Form 470 - Category Two (C2) Drop-Down Menu Basic Maintenance of Internal Connections (BMIC) This covers the basic maintenance and technical support required to maintain reliable operation of eligible internal connections, including services needed to repair or fix a break, interruption, or malfunction of an eligible internal connection. Example: repair and upkeep of eligible hardware, wire and cable maintenance, configuration changes, and basic technical support. Under this service type, applicants may request software upgrades, such as online and telephone-based technical assistance and tools, and software patches, such as bug fixes or security patches.   © 2018 Universal Service Administrative Co.

FCC Form 470 - Category Two (C2) Drop-Down Menu Managed Internal Broadband Services (MIBS) Services provided by a third party for the operation, management, and monitoring of eligible broadband internal connection components, including actual day-to-day tasks that directly support and are necessary for broadband connectivity within schools and libraries. These services do not include services that repair or fix a break, interruption, or malfunction of an eligible broadband internal connection (such services are eligible under BMIC). Example: Managed Wi-Fi. The third-party manager may own and install the equipment and the eligible entity lease the equipment as part of the managed services contract, or the school or library may own the equipment and have a third party manage it for them.   © 2018 Universal Service Administrative Co.
