Roadmap to ERDMP Accreditation M/s DMI, Bhopal was entrusted for accreditation of ERDMP on 16.12.2012 ERDMP for Mathura Refinery was developed as per the ERDMP guidelines ERDMP handed over to M/s DMI, Bhopal for preliminary review on 25.01.12 ERDMP reviewed and valuable suggestion given for inclusion Experts from M/s DMI, visited Mathura refinery on 29.03.12 for verification through conducting disaster drill.

Roadmap to ERDMP Accreditation Disaster drill conducted with observation by M/s DMI, Bhopal personnel. Areas of improvement suggested for Mathura refinery and external agencies as well. Final review of the ERDMP was done from 21.05.12 to 24.05.12 through field verification. Glimpses of Disaster Drills Onsite Disaster drill Off-site Disaster drill De-briefing session Onsite Disaster drill De-briefing session Offsite Disaster drill

Suggestions of M/s DMI Bhopal After Onsite Disaster Drill (on 29.03.12) Develop proper communication flow chart Use of audio-visual appliances training and awareness Divider on road for smooth traffic control Prominent display of Organogram Head counts at assembly points Demarcation of assembly points After Off-site Disaster Drill (on 29.05.12) Contacting village coordinators Continuous awareness programs Communication with village coordinators Improved traffic control Awareness on Hazardous Material Symbol on trucks And many more……

Monitoring Effectiveness of the ERDMP depends upon Communication system Fire fighting resources Rescue resources Transport facilities Medical facilities Manpower

Monitoring Schedule checking Telephones of Emergency Coordinators/ Emergency Control Center– Daily Paging system – Daily Sirens –Daily Fire tenders – Daily Fire pumps – Daily Fire alarm/bell – Daily

Monitoring Road condition – Obstruction/damage reported in daily report First aid box – Fortnight Gas detectors – LPG area : Monthly Other : Quarterly Training : Daily training to contract workers on general safety rules inside refinery. Training on fire fighting appliances for CISF personnel. Training conducted on live fire training ground with plant like model equipments

Fire mock drill – Once in a month at shop floor Monitoring Overall effectiveness checked by conducting Fire mock drill – Once in a month at shop floor Onsite disaster drill – Quarterly Off-site disaster drill – Annually (Participation from District Administration, Fire services, Police Deptt., Medical Services, Factory Inspector & other external agency)

Monitoring DE-BRIEFING SESSION During disaster drill observer’s placed at 20 locations. Observer’s are provided with site specific checklist for observation De-briefing session conducted after drill concluded Observations are discussed and recommendations are framed up. Recommendations reviewed in monthly HSE meeting

Contribution of M/s DMI, Bhopal M/s DMI involvement .. Improved the participation of external agency in Disaster drills Provided guidance to District Authorities for improvement in awareness & participation of neighborhood population Provided guidance for infrastructure development for sheltering and rehabilitation. All the above are very much valuable for developing an effective ERDMP as Mathura refinery does not have any mutual aid partner
