Norman McCubbin2 Role of the Project Board The Collaboration MICE Project Board (CMPB) monitors and controls –Progress against schedule –Financial progress –Risk –Scope change Fulfils the role of the project board as required by the STFC (exCCLRC) Corporate Project Management Handbook and the STFC (exPPARC) project management process. Official forum for frank, constructive discussion between MICE project and STFC, in both its funding and its operational role. It is in the nature of the Project Board that it concentrates on problems and challenges, and so does this report!

Norman McCubbin4 Meeting schedule Roughly every six weeks Since last FAC (December 2008) meetings on 29 January, 11 March, 17 th April. Minutes and presentations are available at

Norman McCubbin5 The major issues have not changed since the last FAC: –UK funding for Phase 2; –Close-out of Phase 1 work; ~done now!; –Major technical/scheduling issues: New target; Decay Solenoid; Spectrometer Solenoids; –Standard (for a construction project) level of minor, transient problems. –Have also addressed how CMPB will act as review body for applications under EU Trans-national Access scheme. Major Issues

Norman McCubbin6 UK funding for Phase 2 continues to require significant attention, particularly in light of staff effort used during UK Financial Year 2008/09 (April 2008 to March 2009), which was the first year of Phase 2. We note the increasing impact resulting from the lack of UK financial approval for MICE Step VI. (3 rd Focus Coil, related work on RF cavity, etc.) Several collaborators, including UK, will now face higher Step V1 costs, if/when Step VI components are purchased. Good news is that Sub-station upgrade (needed for Step V) can be done at much lower cost than first thought, and will not be a charge against MICE project. Funding

Norman McCubbin7 Target Project Board has discussed this regularly. The failure in December of the installed target (for reasons that are understood) focussed (more) attention on the new target, and its schedule. We support the decision to go for August installation.

Norman McCubbin8 PSI (Decay) Solenoid We have followed this issue closely. Pleasing to note the real progress in understanding the problem (lack of MLI). We hope very much that we will have a fully functioning Decay Solenoid very soon.

Norman McCubbin9 Spectrometer Solenoids Project Board has followed closely the progress and schedule of the Spectrometer Solenoids. Successful operation of first Spectrometer Solenoid is the third element (along with Decay Solenoid and target) needed to meet MICE goals for 2009.

Norman McCubbin10 Conclusions Meetings of CMPB continue to be interesting, and, I think, valuable. (We dont just talk: constructive ideas and suggestions are discussed and followed up.) Since last FAC, I note major progress in understanding two significant problems: failure of installed target and decay solenoid. Many aspects of MICE remain challenging (technical, financial, time-scale,…), but I believe we can face those challenges with confidence.
