What is the difference between a territory and a state What is the difference between a territory and a state? Why might it be more advantageous to be a state rather than a territory? (You may use chapter 7 in the Northern Lights textbook as a reference). Territory State MN as a territory: First territorial governor is Alexander Ramsey. Territory does not have as much say as a state on laws of the country – they do not have voting representatives to the U.S. Congress (U.S. Senate and U.S. House of Representatives – make laws for the whole country) The federal government (U.S. government in charge of the whole country) is in control of the territory’s finances and many laws. Has a territorial governor, territorial legislature, and territorial court system (but under the power of the federal government) Land claims are less orderly in a territory Can send VOTING representatives to the U.S. Congress – has more say in the laws of the country States can control their own financial situation (taxes, etc) Could attract more businesses because of more financial control (ex: Railroad) Has a state governor, state legislative branch, and state court system States have more people than territories States must write and vote on a state constitution before they become a state Congress must give them permission to become a state

Northern Lights Page 91 What was life like for Minnesota’s first public school teacher? MN’s first public school teacher was Harriet Bishop. She was really motivated to teach in MN and saw as a “garden of untrained flowers to be tended.” She had to teach children who didn’t know how to read and write. Parents of children also didn’t know how to read and write so it was all up to her. Her schoolhouse was dirty and grimy (old blacksmith shop, rats and snakes) . Roads were of mud to get to school. She had to clean up the school on her own and was able to open it up in 3 days. Energetic, motivated businesslike, intelligent community leader. Started a women’s club, organized a temperance group (anti-alcohol).

2. Why did people move to the MN territory? They moved for the lumber business, for an opportunity to start a new life with their values about democracy, laws, schools, and churches. The growing lumber town of Stillwater along the St. Croix River was attractive to people looking for jobs. MN also offered a lot of fertile land for farming and a new life. Irish – escaping famine in Ireland Swedish – new life, adventure, land Germans – escaping war Italians Greeks Norwegians – jobs and land scarce in Norway
