Career One Stop Centers Veterans Medical Centers TRANSITION ASSISTANCE PROGRAM Step 1 Reenlist Counseling Pre-Separation Identification and notification DD Form 2648 ITP Responsibility Step 2 Department of Decision DoL TAP Employment Workshop Job/employment assistance Deliver the workshops Responsibility Step 5 Separates Installation TAP Ofc Assistance Continues Labor Workshop Return to Transition Program Office Examples Responsibility DOL Career One Stop Centers Veterans Medical Centers (VET Centers) Step 1: Pre-Separation Counseling – Mandated by 10 U.S.C. 1142 Command/Unit identifies personnel 12 months prior to separation (24 months prior for retirees). Command Transition Officer (defined in OPNAVINST 1900.2A) conducts mandated Pre-Separation Counseling and completes DD Form 2648. Servicemember creates Individual Transition Plan (ITP), with the assistance of the Command Transition Officer. Command Transition Officer refers individuals to FFSC to attend DoL TAP Workshop. FFSC Transition staff available to train Command Transition Officer. Step 2: Department of Labor TAP Workshop – Conducted IAW 10 U.S.C. 1144 Workshop focus on job/employment assistance. DoL uses Disabled Veteran Outreach Program (DVOP) specialists, Local Veterans Employment Representatives (LVER) and contractors (Native American Management Services) to deliver curriculum. Responsibility: U.S. Department of Labor/Veterans Employment Training Service Step 3: VA Benefits Briefing. Department of Veterans Affairs (Veterans Benefit Administration) conducts briefings. Counseling is conducted in group and individual settings with follow-up and one-on-one assistance in submitting claims. Step 4: Service members being separated/retired as a result of a service-connected disability, medical separation, or suspected service-connected disability. This presentation is conducted in addition the standard VA benefits briefing, but focuses on vocational rehabilitation, training opportunities, and VA compensation. Department of Veterans Affairs (VA Vocational Counselors. Step 5: Return to FFSC Transition Staff – Extensive one-on-one assistance in the areas of: employment assistance; automated job search tools, Internet access; practice interview skills; Personal Financial Management Decision: While going through the TAP process, and certainly at the end of the TAP process, many make decisions to: Re-enlist – this is a Win-Win decision for all (cost avoidance for recruiting and training) OR Separate/Retire: Can still use services for up to 180 days following separation. Assistance continues after separation through DoL One-Stop Career Centers or VA Medical Centers.
