Project Team Continuing to ensure a resilient and secure electric grid in Citrus County and the region has required the engineering and due diligence of multiple disciplines. These include, but are not limited to: Planning - Kyle Wilkes (Poulos & Bennett) Transmission Substation Permitting – Sara Guntrum (Duke Energy FL) Landscape Architecture – Katy Bojack (Schweizer Bojack LA, LLC) Environmental Studies – Wayne Richardson (Duke Energy FL) Site Plan Development – Rick Ortiz (Poulos & Bennett) Substation Engineering / Civil Structural Discipline - Matthew Bush (Duke Energy FL) Project Management – Mark Levesque & Derrick Bradstreet (Duke Energy FL & Burns & McDonnel) Public Engagement – Gail Simpson (Gail Simpson & Associates) Government and Community Relations Manager – Dorothy Pernu (Duke Energy FL) These multiple disciplines are here today and ready to provide detailed information regarding development of the referenced parcel for the ultimate purpose of constructing an electrical substation referred to as Powerline Substation.

Construction Start Date: November 2019 In Service Date: May 2021 Project Description The scope of the project is to construct a new 230/115-kV substation to replace the existing Crystal River East Substation.  The project will be constructed on 160 acres of existing Duke Energy property, approximately 0.5 miles north of the existing Crystal River East Substation.  The preliminary layout provides adequate space for expansion to meet the future needs for generation connections and load growth in this area. As part of the construction, many of the existing 230-kV and 115-kV transmission lines that are within the transmission rights-of-way in close proximity to the property will be connected into the new substation. At the conclusion of the construction the existing Crystal River East Substation will be decommissioned. Construction Start Date: November 2019 In Service Date: May 2021

Project Need The new Powerline Substation provides additional transformer capacity to the area, removes transmission limiting elements, and provides a means for building and connecting additional 230kV and 115kV lines into the grid . During certain contingencies on the electric transmission grid (generator outages, transformer outages, etc.), the existing Duke Energy Crystal River East and Holder Substations will experience equipment overloads that could impact the safety, reliability and operational capability of the electric transmission grid.  The construction of this project along with others in the Crystal River area will provide for the long-term safety and reliability of the electric transmission grid. Construction is currently projecting construction to start in November of 2019, with the substation placed in service in May of 2021.

Future Land Use Map Amendment Request Amend the Future Land Use Map From: Rural Residential District (RUR) To: Transportation/Communication/Utilities District (TCU) Request is Consistent with the Citrus County Comprehensive Plan OBJ 17.14 The County shall create a land use category entitled Transportation, Communications, and Utilities on the GFLUM and contain adequate acreage for utilities, as described in the Future Land Use Plan, necessary to support proposed development. Policy 17.3.9 The LDC shall establish design criteria which will protect residential areas from adverse impacts of adjacent land uses. Land Use Atlas Map Request Amend the Land Use Atlas Map From: Rural Residential District with a Planned Development Overlay (RUR/PDO) and Rural Residential District with mobile homes allowed (RURMH) To: Transportation/Communication/Utilities District (TCU) The request is consistent with the proposed TCU Future Land Use Designation and associated policies. The request is consistent and compatible with surrounding Zoning Districts and the character of the surrounding area, including existing TCU land use and zoning to the south of the subject site. The proposed zoning and use will comply with LDC requirements – including adequate buffering to be addressed at the site plan level – to ensure compatibility with existing residential uses.
