Possibilities to promote Energy Efficiency in Buildings by Means of Legislation – Practices in Estonia Madis Laaniste Head of Energy Efficiency and Renewables Division Energy Department www.mkm.ee

The Building Stock: residential dwellings (38.4 mio m 2 ) 28.5 m 2 per inhabitant apartment buildings single family houses over 95% privately owned

Guiding principles in the transposition of the EPBD transpose the requirements of the directive to national legislation in a motivated manner establish conditions for successful functioning of the legislation, avoid complexity and big changes in existing acts ensure energy efficiency improvements in buildings avoid unjustified increase of administrative load

Key features of the revised Building Act new types of undertakings all the undertakings operating in the building field must be registered and have specialist in charge already existing types of undertakings are building contractor, design contractor, supervision provider, etc. NEW: energy certifiers of the buildings NEW: energy auditors of the buildings extra requirements for energy certifiers: although they should not have higher education, they must be qualified in a special course for the energy auditing, higher education for specialist in charge is mandatory and there is also a qualification requirement

All the MS should ensure inspection of air conditioners
