The national funding formula A Schools’ Forum perspective Gillian Hayward, Chair, Gloucestershire Schools’ Forum, 2002-18

What I plan to cover The School Forum role What we’ve focused on in Gloucestershire Where we are now A moment on High Needs Our hopes and concerns Does more money produce better outcomes Does less funding produce poorer outcomes? If so, who for??

The role of the Schools’ Forum Representatives from schools and academies make up the schools forum. There is also some representation from non-school organisations, such as nursery and 16-19 education providers. The forum acts as a consultative body on some issues and a decision making body on others. The forum acts in a consultative role for: changes to the local funding formula (the local authority makes the final decision) proposed changes to the operation of the minimum funding guarantee changes to or new contracts affecting schools (school meals, for example) arrangements for pupils with special educational needs, in pupil referral units, and in early years provision Largely unchanged since established.

The Forum decides: how much funding may be retained by the local authority within the dedicated schools grant (for example, providing an admissions service, or providing additional funding for growing schools) any proposed carry forward of deficits on central spend from one year to the next proposals to de-delegate funding from maintained primary and secondary schools (for example, for staff supply cover, insurance, behaviour support) changes to the scheme of financial management

What we’ve actually done All of the above but... Working in partnership, developed our own needs led funding formula to share our rations: Based on real costs Using models, ratios, assumptions debated and agreed by heads and governors Revisited and updated three times .........in an attempt to be fair, transparent and consistent ...but nobody mention clawback – heads assoc., govs assoc and LA working together

School funding 1978/9 to present Meanwhile funding levels rose until thimngs took a turn around 2013, IFS – spending set to fall by 6.5% in real terms by 2019/20 and 16-18 year old funding is no higher than 30years ago

Where is Gloucestershire? Pre NFF, around 120th in the league tables for both secondary and primary, now primary 88th and secondary 126th Highest exclusion rate amongst our statistical neighbours; 68 permanent exclusions in 16/17 to this point; already 80 in 17/18. 68.3% EYFS achieve good levels of development cf. 70.7% nationally %age of KS2 pupils reaching expected standards in reading, writing and maths, on national average of 62% At KS4 attainment 8 above national average (34th) but P8 -0.11 20.6% disadvantaged pupils achieved a strong pass (9-5) in both English & Maths compared to 46.2% for all Glos. Students At KS5, 42nd nationally for 3+A grades at A level (16th in 2016) Home education numbers rising – currently 242 For years, rather felt that in spite of funding, we were doing well, schools in upper quartile etc etc, however, picture is changing.... Last year 141 permanent exclusions in total

National Funding Formula What they’ve done: Averaged out LA formulae Transferred funding into additional needs Put in major protections for the ‘losers’ Added a ‘floor’ level of funding per pupil following consultation Change to transfers re exclusions What they’ve not done: Produced a formula based on anything Redistributed much funding Impact in Gloucestershire: modest gain for Gloucestershire schools overall but ……. small primary schools to gain many secondary schools now gain nicely marginal increases only for larger primaries

An example of a school that is gaining... Under NFF increase from £4,540 per pupil to: £4,600 in 18/19: + £72,000 £4,800 in 19/20: + £240,000 Increasing wage bill: Teaching staff, £90,000 per year @ 2% (at least 2% likely) Other staff, £40,000 per year @ 2.7% Employer’s Pension Contributions: Teaching staff from 16.48% to between 18% and 20% from September 2019 Increase to 19% would increase wage bill by £90,000 Increase to 20% would increase wage bill by £125,000

Local Decisions No 0.5% transfer from Schools Block to High Needs Schools Forum recommendation, agreed by the council: move as close to the NFF as we can in 2018/19 i.e. Implement the 0.5% per pupil minimum increase Implement the minimum per pupil Introduce sparsity, IDACI for deprivation etc BUT ………….. Formula must be submitted to DfE via APT and APT doesn’t allow us to replicate the NFF So there are some variations from the NFF Some 27 LAs requested > 0.5% transfer, 14 agreed, s glos 8% agreed

Context EHCP numbers rising across the country Local authorities struggling to manage what is now a fixed budget Gloucestershire position is precarious but better than many: Overspends less dramatic DSG balances available in (very) short term Implementation of SEND reforms highly regarded Spending has been contained without raiding the Schools Block But budget not sustainable

Starting point for the High Needs programme Spending pressures on every line of the budget Mixed outcome profile but major concerns on: Early years SEND in the secondary phase Exclusions and Elective Home Education This is not a problem unique to Gloucestershire We need to negotiate radical changes with schools (and parents and other stakeholders)

The Impact on the budget £2m overspend in 2016/17 (after managing spend without transfers from the Schools Block) 2017/18 – projected £1.8m overspend DSG balances down to £1.6m at 31st March 2018 Further overspend inevitable in 2018/19 If current trends continue, by 2020/21 the overspend will be £9m + The overspend could be contained by cutting top-ups across the board but ……
