Crash Record Information System (CRIS) – Overview CRIS is a web-based, proprietary software system, built to capture Texas Crash Reports (CR-3) images and data. CRIS is used by Law Enforcement Agencies, Metropolitan Planning Organizations, State Agencies, and TxDOT for crash-related reporting, analysis, and to obtain copies of Texas Crash Reports. This is the landing page for CRIS. We will walk through Configure and CRASH as part of this presentation.
TxDOT CRASH - for Electronic Submission: CRASH Introduction TxDOT CRASH - for Electronic Submission: Crash Reporting & Analysis for Safer Highways (CRASH) is a component of CRIS, developed for investigators to provide crash data in an automated and secure environment. TxDOT has enabled over 800+ business rules and edits, along with integrations with TxDMV’s Registration Title System (RTS) and TxDPS’s Texas Law Enforcement Telecommunication System (TLETS) to assist investigators with timely and efficient data entry. As of March 2017, there are 508 agencies using CRASH and 36,759 users of the CRIS system. What does TLETS and RTS do for an officer when they are performing data entry? TLETS allows the officer to search by DL Number and DL State. The system will let the officer choose some or all of the following to auto-fill: Person Name, Ethnicity, Address, DOB, DL Type, DL Class, CDL Endorsements, DL Restrictions. RTS allows the officer to search by License Plate and Last 4 characters of the VIN. The system will let the officer choose some or all of the following to auto-fill: Owner/Lessee Name, Vehicle Year, Vehicle Color, License Plate Number, and VIN.
CRASH Introduction - Free CRASH Benefits System was built with timely data entry in mind and includes immediate validation, click-through error correction, and summary panel System includes pre-loaded agency values for specific CR-3 fields (i.e. charges, streets, how notified) and additional custom agency fields, not on CR-3 Integration with TLETS for quick Driver License information and RTS for VIN or License Plate quick verification System is kept current with enhancements and security upgrades, using Crash User Group inputs User Names and Passwords can be managed by TxDOT or internally CRASH Help Desk – 6AM – 6PM, 7 days per week, 365 days per year TxDOT provides diagramming licenses – Easy Street Draw Web TxDOT provides business intelligence licenses for reporting and dashboards through MicroStrategy TxDOT manages annual infrastructure refreshes
CRASH Production Statistics Electronic crashes are being submitted and processed an average of 42% times faster than paper records. As of 2/11/2017: 93% Electronic 6 % Paper TxDOT is paying $1.98 to process an electronic record compared to $11.35 for processing a paper crash report. As of 9/21/2016, Source: MSTR Report Paper 38.42 days (from date of crash to CRIS Warehouse) Electronic 16.15 days (from date of crash to CRIS Warehouse) 16.15 / 38.42 = 42.0%
