WP/UI/JVSG The Employment Service, under WP Act, is a “core” WIOA program Program is authorized under the WP Act of 1933 (amended by WIOA title III) Unemployment Insurance Program is authorized under the Social Security Act Required WIOA partner program JVSG are required partner programs Authorized under the Jobs for Veterans Act of 2002

Wagner-Peyser Act (WIOA title III)– Employment Service Program Purpose: To provide a nationwide public labor exchange provides employment services. Seeks to improve labor markets by providing reemployment services to job seekers and helps businesses through referrals of skilled applicants. Target Populations: Universal Access Program; Unemployment Insurance claimants; Businesses; Veterans (priority of service).

Wagner-Peyser Act (WIOA title III)– Employment Service Program Features for Job Seekers: No eligibility requirements (other than WIOA 188) “Front Door” to American Job Center Network (must be collocated) Generally provides “light touch” career services, with referrals to other partner programs as appropriate Emphasis on reemployment services to UI claimants (Work-Search requirement) Linking skilled workers to employment opportunities, and program referrals to those in need of additional skills/training Many services provided virtually (e.g. electronic tools, State Job Banks, etc.) Serves highest number of participants (13 million in PY 2015) Program Features for Businesses: Assistance with posting Job Orders; Referrals of qualified job seekers; Labor Market Information;

Wagner-Peyser Act (WIOA title III)– Employment Service Career Services Basic (e.g. self services, job search assistance, career counseling, workforce and labor market information, referrals to partners) Individualized (e.g. comprehensive assessments) Training Services Program does not provide Training Services, but refers to partner programs that do

Unemployment Insurance (UI) Program Purpose: Plays a vital role in the comprehensive, integrated workforce system by providing temporary income support to eligible individuals, who are important customers of the workforce system. Targeted Programs: State UI programs; Unemployment Compensation for Ex-Service members (UCX); Unemployment Compensation for Federal Employees (UCFE); Disaster Unemployment Assistance (DUA); Self- Employment Assistance (SEA); Reemployment Services and Eligibility Assessments (RESEA).

State UI Agency as a Required Partner WIOA Career Services include providing “information and assistance regarding the filing of a UI Claim” Integrated Service Delivery IT Systems Connecting claimants to services State Workforce Development Board Membership Infrastructure and Additional Costs

UI and Wagner Peyser WIOA reemphasized WP services to UI claimants. State ES agency, must deliver reemployment services to UI claimants for whom such services are a UI requirement. Other services provided as appropriate: Coordinating and providing basic career services; Administering the work search test, conducting eligibility assessments, and registering UI claimants for employment services; and Referring UI claimants to, and providing application assistance for, training and education resources and programs (i.e. Pell Grants, GI Bill, WIOA, Vocational Rehabilitation Services)

RESEA Program Purpose: An evidence-based strategy that combines an in-person UI eligibility assessment with reemployment services Target Populations: UI Claimants profiled as likely to exhaust UCX recipients—transitioning veterans Additional UI claimant populations identified by the state. Beginning in FY 2017 Co-enrollment with WP is required

RESEA- Recent Legislative Activity The Bipartisan Budget Act of 2018 (February 9, 2018) included amendments to the Social Security Act creating a permanent authorization for RESEA and new program requirements. ETA is currently developing an implementation plan, which will include necessary guidance and technical assistance to states on how to implement these new requirements. Until new guidance is published, states have been directed to continue operating under FY 2017 instructions.

Jobs for Veterans State Grants (JVSG) Program Purpose: State Grant Program supporting dedicated staff that provide individualized career and training related services to veterans and eligible persons with significant barriers to employment and to assist employers fill their workforce needs to job seeking veterans. Support dedicated staff in the positions as: Disabled Veteran Outreach Program (DVOP) Specialists provide intensive services to veterans with significant barriers to employment. Local Veteran Employment Representative (LVER )staff conduct outreach to employers and business associations and engage in advocacy efforts to increase employment opportunities for veterans. Consolidated Position Staff – serve in dual roles as DVOP and LVER. Authorization: Title 38 (Section 4102A (b) 5 (38 U.S.C. §4102A(b)5 Grant Awards: Provided to 54 State Workforce Agencies (SWAs) based on a funding formula used to determine each states’ amount of “job seeking veterans”

Jobs for Veterans State Grants (JVSG) Program - continued Significant Barriers to Employment: A special disabled veteran (usually service-related) Homeless Long-term unemployed (27+ weeks) Ex-offender Lacking High School Diploma Low Income (WIA Section 101(25)(B))

Jobs for Veterans State Grants (JVSG) Program - continued The FY 2017 Consolidated Omnibus Appropriations bill - the law which continues to fund the federal government and JVSG through the end of FY 2017, signed into law May 4, 2017. JVSG Appropriation - $175M Funds provided to states in FY17 (to date) - $169M JVSG FUNDING ALLOCATIONS HOW IS JVSG FUNDING DISTRIBUTED? Based on a funding formula used to determine each state’s proportion based on the amount of each state’s “job seeking veterans”. OTHER FACTORS APPLIED TO THE FORMIULA? Hold Harmless: No less than 90% of previous years funding Minimum Funding Level : Currently 475K (FY17) States determine the appropriate number of DVOP specialists and LVER staff supported by funds.

ES/RESEA/JVSG PY15 Overview Participants (est): ES 13,000,000 / RESEA 1,000,000 / JVSG 170,000 Performance Indicators: Previously, under WIA: Entered Employment Rate, Employment Retention Rate, Average Earnings Now, under WIOA: Employment 2nd Q after exit, Employment 4th Q after exit, Median Earnings, Effectiveness in Serving Employers. Not Required to collect Measurable Skill Gain (MSG) or Credential Attainment under WIOA
