Development of VBSN degree (V-CARE) In 2013, the College of Nursing (CON) at USF was awarded a $1.25 million federal grant through the U.S. Department of Health and Human Services, Health Resources and Service Administration (HRSA) to create a Veteran to Bachelor of Science degree in Nursing. CON was one of nine institutions across the U.S. awarded funding by HRSA; CON's fully-funded, four-year grant was the largest of the nine. CON named the program Creating Access to RN Education for Veterans (V-CARE)
