TLO 2.0 – Personnel Actions ELO 2.8 – Process Decentralized Promotions LESSON OUTCOME: Student will gain a basic knowledge of junior enlisted promotion policies and how to compute promotion waivers. Students will gain a basic understanding of the purpose, content, format, preparation, and processing of the Enlisted Advancement Report (AAA-117). Students will demonstrate the ability to process various promotion transactions using eMILPO. INSTRUCTIONAL STRATEGY: Direct / Collaborative / Interactive Instruction METHODS OF INSTRUCTION: Structured overview Demonstration Drill and Practice Simulation Practical Exercises ENABLING LEARNING OBJECTIVE ACTION: Process Decentralized Promotions (PV1-SPC) CONDITIONS: In a classroom environment, given access to AR 600-8-19 (Enlisted Promotions and Reductions), eMILPO training database, eMILPO Functional User’s Guide, student handouts, and awareness of Operational Environment (OE) variables and actors. STANDARD: Perform the following enlisted promotion actions with a minimum of 70% accuracy: Determine Soldier eligibility for advancement. Compute promotion waiver allocations. Process enlisted advancements. Process deny advancements. ACADEMIC HOURS: 9.6 LEARNING ACTIVITIES Lesson introduction Interpret the Enlisted Advancement Report (AAA-117) Determine Soldier eligibility for advancement Update Soldier promotion data in eMILPO Special Category Promotions Process the Enlisted Advancement Report (AAA-117) Compute promotion waivers to PV2, PFC and SPC ASSESSMENT Practical exercises. Students are required to complete a knowledge-based assessment delivered via the Blackboard Academic Suite and obtain a passing score of 70% or higher.

LEARNING OBJECTIVE Action: Process Decentralized Promotions Conditions: Given access to AR 600-8-19, student handouts, practice exercises, the eMILPO training database, and awareness of Operational Environment (OE) variables and actors. Standards: Determine eligibility for advancement; compute waiver allocations; process enlisted advancements, and deny advancements.

EVALUATION YOU WILL BE GIVEN TWO PRACTICAL EXERCISES AT THE CONCLUSION OF THIS LESSON. AFTER WHICH TIME, YOU WILL HAVE 50 MINUTES TO COMPLETE THE EXAMINATION. THE MINIMUM PASSING SCORE IS 70%.

Report month 201503 (Promotion month) To determine Time in Grade (TIG) – Subtract the Soldier’s Date of Rank (DOR) from the Report month. Check on Learning Q: How does waiver allocation computation for SPC/CPL differ from the computation for PV2 and PFC? A: Authorized strength is used to compute SPC/CPL waivers, assigned and attached strength are used for PV2 and PFC.    Q: What is the variable waiver ceiling percentage and where is this information obtained? A: It is used to determine the maximum number of personnel who do not meet the established TIS/TIG criteria for a particular rank. It is a figure provided by HQDA through the promotion cutoff score message E4 is located in the HQDA message and the E2-E3 is located in AR 600-8-19.   Q: What does line 3 represent on the Waiver Allocation Worksheet? A: Line 3 represents the numbers of Soldiers currently using a waiver with less than required TIS/TIG. .
