All previous dead ball fouls-off sides, illegal formations and pop up kicks REMAIN dead ball fouls. 2017 enforcement remains Live ball fouls- free kick OOB untouched by R, illegal contact by K or a very rare illegal participation- an additional option of adding the yardage at the end of the down now exists. This assumes K will not be next to put the ball in play This is a “tack on” penalty Free KIcks

Team K kicks off to start the second half from the K40 Team K kicks off to start the second half from the K40. The ball goes OOB at the R40 yard line untouched by R. Options available to Team R under new rule: Take ball at R 35 Take ball at R40 plus five yard tack on Re-kick with five yard penalty EXAMPLE PLAY

Once again this new rule applies only to live ball fouls or those simultaneous with the snap- not false start, snap infraction or illegal substitution caught prior to the snap. These remain dead ball fouls. Team K must not be next to put the ball in play Like free kick OOB this is an add-on yardage from the end of the play. Scrimmage Kicks

When a player is discovered without required equipment, is wearing legal equipment in an illegal manner and the absent but required equipment is not related to a foul by the opponent: An official’s time out is to be called The player is to be replaced for one down or more until required equipment is worn or legal equipment is worn legally. This is not required if halftime or overtime intermission occurs New procedure

Play: An official observes a substitute running onto the field with pants that have no knee pads or are rolled up with knees uncovered. This is seen just before the ball is snapped or after the down has ended. In both situations the observing official must call “time out” The player shall be replaced until problem rectified unless halftime or overtime intermission occurs EXAMPLES

SITUATIONS 1. EMPHASIS on pregame detection. Inform coach and request correction of the problem 2. Visiting team issues 3. Consistency 4. Let GHSA handle “major” or “multiple” violations 5. Use common sense. SITUATIONS

All free kick illegal formation infractions are now to be signaled with Signal 19 (rolling fists) EXCEPT off sides or encroachment which remains the same New Signal

The rules committee clarified that a defenseless player definition does not apply to a passer until a legal forward pass is actually thrown. Rule 2-32-16a Defenseless player
