Developing a Resiliency Strategy for NJ’s Wastewater Treatment Plants Mike Moriarty – FEMA Region 2 Mitigation Director

Key Points State/County Hazard Mitigation Plan alignment Community Resilience – Overview Public Assistance & 406 Mitigation Mitigation Grants – reduces risk, cost effective, complete project State/County Hazard Mitigation Plan alignment

Benefits of a Resilient Infrastructure Preparedness Response Recovery Explain typical resilience graph

Critical Infrastructure Chemical – biological, chemical, explosive, fertilizer plants Energy – production plants, storage, terminals Disaster – historic faults, storm tracks Transportation – hubs, lines, tunnels/bridges Water – sanitation, supply points, water control

REPAIR “REPAIRRESILIENCE CONTINUUM” RESILIENCE HMGP Non-Disaster Grants DAMAGED ELEMENTS UNDAMAGED ELEMENTS SYSTEM UPGRADES INFRASTRUCTURE APPLICANT DATA Needs Repair and RESILIENCE (406) Needs RESILIENT Design and Construction (404 + DFA) Needs RESILIENCE (404) REPAIR “REPAIRRESILIENCE CONTINUUM” RESILIENCE Assessments Alignment to State Hazard Mitigation Plan Scoping EHP Review Obligation UFR Construction FDRC Obligation GOAL: CONCURRENT CONSTRUCTION Construction

26TH WARD WASTEWATER TREATMENT PLANT Achieved full mitigation funding under 406 Mitigation HQ Determination Wastewater treatment is an integrated and interdependent process Mitigate both essential and non-essential undamaged elements Critical Action determination $21.3M Dry floodproofing vs. $44M Floodwall Issue: The combination of 404 and 406 mitigation measures did not provide a complete solution to protect the treatment process Solution: Recovery Branch of HQ approved dry flood proofing for entire WWTP as 406 Mitigation Rationale: A floodwall would protect all elements of the process, therefore dry flood proofing the same elements and protecting FEMA-funded work at lower cost is approved. PA 406 Eligible Applied Under 404 Unprotected PA Repair Cost $52M $12M $4.5M $4.7M

Niagara Falls Water Board Waste Water Treatment Plant 2017 HMGP project cost is $3,244,370 -mitigate damages up to the 500 year event. Project to allow the facility to safely close the main WWTP influent sluice gates to isolate the plant and bypass flows via connecting to an existing 84-inch tunnel.  This project will also increase the conveyance capacity of the City’s principal sewer interceptor ultimately preventing sewer collection system back-ups and residential basement flooding. (NOTE: This project is presently a phase 1 approval – construction will start in 2018.)

Comprehensive Mitigation at the Binghamton - Johnson City Joint Sewage WWTP This WWTP has recorded damages from four major declared events DR-1095-NY in 1996, DR-1589-NY in 2005, DR-1650-NY in 2006, and DR-4031-NY in 2011. Mitigation included a 1,427 LF perimeter floodwall system to an elevation of the 500 year event plus 1.5 foot of freeboard. Additional measures included 4 internal storm water twin pumps in order to remove stormwater runoff from within the floodwall barrier, self-activating flood gates along with other required modifications. Total project cost is $22,577,273 and will mitigate damages greater than the 500 year event. (NOTE: The construction of this project has been completed.)
