What Is R2t4? Return of Title IV Funds This is the calculation that an institution must complete to determine if there are funds that must be returned to the Department of Education based on a student withdrawing from all courses in any given term.* *Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

What is R2t4 (cont’d) The Return of Title IV Funds (Return) regulations do not dictate an institutional refund policy. ... Up through the 60% point in each payment period or period of enrollment, a prorata schedule is used to determine the amount of Title IV funds the student has earned at the time of withdrawal.* *Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

General requirements Title IV funds are awarded to a student under the assumption that the student will attend school for the entire period for which the assistance is awarded. When a student withdraws, the student may no longer be eligible for the full amount of Title IV funds that the student was originally scheduled to receive. * If a recipient of Title IV grant or loan funds withdraws from a school after beginning attendance, the amount of Title IV grant or loan assistance earned by the student must be determined. If the amount disbursed to the student is greater than the amount the student earned, the unearned funds must be returned. If the amount disbursed to the student is less than the amount the student earned, and for which the student is otherwise eligible, he or she is eligible to receive a post-withdrawal disbursement of the earned aid that was not received * *Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

When is a student considered Withdrawn? When a student is considered to have withdrawn A student is considered to have withdrawn from a payment period or period of enrollment if in the case of a program that is measured in credit hours, the student does not complete all the days in the payment period or period of enrollment that the student was scheduled to complete; in the case of a program that is measured in clock hours, the student does not complete all of the clock hours and weeks of instructional time in the payment period or period of enrollment that the student was scheduled to complete; or for a student in a non-term or nonstandard-term program, the student is not scheduled to begin another course within a payment period or period of enrollment for more than 45 calendar days after the end of the module the student ceased attending, unless the student is on an approved leave of absence, as defined later in this chapter. * Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

Attendance When a student who fails to begin attendance in all the courses he or she was scheduled to attend withdraws Anytime a student begins attendance in at least one course but does not begin attendance in all the courses the student was scheduled to attend regardless of whether the student is a withdrawal, the school must determine if it is necessary to recalculate the student’s eligibility for Pell Grant and Campus-Based funds based on a revised enrollment status and cost of education. If the student is a withdrawal, this recalculation must be done before performing an R2T4 calculation, and the school must use the recalculated amounts of aid in the R2T4 calculation * *Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

Attendance (Cont’D) If a student who has withdrawn did not begin attendance in enough courses to establish a half-time enrollment status, the school may not make a first disbursement of a Direct Loan to the student after the student withdraws. However, the funds are included as Aid that could have been disbursed in the R2T4 calculation. * *Volume 5-Withdrawals and the Return of Title IV Funds, 2017-2018

Does a Return Of Title Iv(R2t4) Funding apply only to loans ? Returning of Title IV Funding applies to all federal aid to include, federal loans and federal grant programs. Institutions have their own institutional policies regarding any institutional funding Private organizations and state agencies also have policies regarding returning of funds if a student withdraws . Please make sure you follow up with them regarding their policies.

Things to remember Be aware of conversations on campus regarding changes to university polices and academic regulations Know what’s on your school’s website You are not allowed to have any administrative delays when processing R2T4. Apply same policy to all students. Where is the date of determination and official withdrawal date listed.
