The United States Conference of Mayors - Mayors Water Council May 2018 Construction spending on water and sewer and its components are reported by the Census Annual local government construction investments Sewer/Wastewater Construction accounts for about 50 percent of total annual investment in the sector. The last 25 years of data yield a statistical range suggesting construction may account for 45 percent to 55 percent of total sector spending two-thirds of the time. Water Supply Construction accounts for about 25 percent of annual water supply sector investment, with a range of 22 percent to 29 percent to be expected two-thirds of the time.
