Definition - 1: Resilience; the ability to resist and recover easily and quickly from shocks and stresses, combining civilian, economic, commercial and military factors. Resilience is achieved by enhancing preparedness within the public and private sectors, supported and amplified by military capability and capacity. Resilience cycle is considered to have 4 phases: Prepare, Absorb, Recover, Adapt. The seven baseline requirements to be assessed are: 1) assured continuity of government and critical government services; 2) resilient energy supplies; 3) ability to deal effectively with the uncontrolled movement of people; 4) resilient food and water resources; 5) ability to deal with mass casualties; 6) resilient communications systems; and finally 7) resilient transportation systems. These seven areas apply to the entire crisis spectrum, from an evolving hybrid threat all the way up to the most demanding scenarios envisaged by Alliance planners.

Definition - 2: “State-society” = 7 baseline requirements NATO: Resilience is a society’s ability to resist and recover easily and quickly from these shocks, combining civilian, economic, commercial and military factors. In sum, resilience is the combination of civil preparedness and military capacity.

Social Societal Resilience  what about Strategic Direction South? NATO could offer to share best practices related to (Societal) resilience (7 BRs) with nations south to NATO’s border. Societal resilience in nations south of NATO borders is essential within projecting stability. Societal resilience is essential part in NATO’s support to State Building initiatives in the nations south of NATO borders. NATO needs to have a better understanding of social systems (and the level of societal resilience) in the nations South of NATO borders. NATO can enhance the dialogue with nations South of NATO borders and include societal resilience as an important topic. This needs to be done in a comprehensive manner with development agencies and regional institutions (EU initiatives, AU, UN agencies, etc.).
