Procurement Benchmarking World Bank – OECD/DAC Sponsored Procurement Roundtable

Benchmarking Against What? Performance Objectives of a Public Procurement System Transparency Competition Accountability Fair and Open Efficiency

Benchmarking Transparency How do we define transparency How can transparency be measured What are the minimum standards or benchmarks What is the optimum

How is Benchmarking Different from Monitoring and Evaluation Benchmarking is the initial step which determines how a system performs when measured against a set of standards – it sets the baseline M&E monitors change in performance and evaluates effectiveness of measures taken to change performance

Getting Started Internationally agreement on objectives/principles of a public procurement system Agreement on performance measurement tools –the standards or performance indicators Pilot testing

Keys to Success Flexible and realistic approach Board involvement of donors and clients to develop partnership and consensus Meaningful Incentives

Issues to Consider? Is this an initiative that should be addressed? How do we organize to develop a procurement benchmarking system? How will such a system work be implemented? Developing the incentives to support change?
