Background CRiteria for the IDentification of Groundwater thrEsholds BRIDGE Project Presentation Contract N° 006538 (SSPI) Co-ordinator: BRGM (Fr) Anne-Marie Fouillac Project Presentation, January 2005

Bridge Specific Targeted Research Project (STREP) FP6 Programme « Integrating and strengthening the European Research Area » Priority 8 Activity « Policy support and anticipating scientific and technological needs » Deadline of submission …. 13 January 2004 Contract negotiations…….. July - December 2004 Contract signature………... 23th, 2004 Contract N° 006538 (SSPI) Co-ordinator : BRGM (FR) Project Presentation, January 2005

Bridge project 27 partners 17 countries Budget of the project Duration 24 academic or public organisations, 2 SMEs, 1 non profit organisation 17 countries 17 European countries (FR, AT, UK, BE, DK, DE, ES, FIN, GR, IT, NL, PT) including 4 New Member States (LT, EE, PL, HU) 1 candidate country (BL) Budget of the project Total budget…….. …. 2.963 M€ EC contribution ..….... 1.877 M€ Duration 24 months: hence supporting the GWD negotiation process Start Date : 1st January 2005 Project Presentation, January 2005

BRIDGE Participants Project Presentation, January 2005

Bridge project Strategic Objective Main goals To define a common methodology for the establishment of threshold values in Groundwater Main goals To study and gather scientific outputs to set out criteria for the assessment of the chemical status of groundwater (data on pollutants and key hydro-geological parameters) To derive a common methodology based on scientific results and defined at national river basin district or groundwater body level to set up groundwater threshold values To check the applicability and validity by means of case studies at the European scale To identify and undertake additional research studies to complete available data To carry out an environmental impact assessment taking into account the economic and social impacts Project Presentation, January 2005

Bridge project - Work Programme WP1: Survey of representative groundwater pollutants WP2 : Study of groundwater characteristics WP3: Criteria for environmental thresholds and methodology to define a good status WP4: Representative sites / water body studies and compliance testing WP5: Economic and social costs linked to the establishment of groundwater threshold values WP6: Information and dissemination Project Presentation, January 2005

Bridge project - Work Programme WP1 Survey of representative groundwater Pollutants State of the art and relation with on-going national and EU-funded RDT projects for natural and anthropogenic substances in groundwater : behaviour, eco-toxicological effects, interactions with surface waters and ecosystems. metals, anions and organic compounds of the GWD, 33 priority substances (2001), emerging pollutants All information assembled in a reference data base (Draft Report Month12) This data base will be the major input from WP1 to WP2. It will permit better definition of the impacts of pollutants to groundwater bodies. It is also a major input to WP3 to build up the conceptual model and the methodology. Project Presentation, January 2005

It will benefit from WP1 database on chemical pollutants Bridge project - Work Programme WP2 Study of groundwater characteristics Description of the specific criteria linked to the groundwater bodies to be potentially taken into account to characterise their chemical status (Report Month15) Hydro-geological characteristics of groundwater Soil/groundwater interactions and groundwater/surface waters interactions Quantitative aspects and links with qualitative aspects It will benefit from WP1 database on chemical pollutants It will be the basis for the development of an approach for establishment of environmental thresholds (WP3) Results of WP2 will be used for socio-economic assessment of case studies testing (WP5). Project Presentation, January 2005

Data and information from WP1 and WP2 Bridge project - Work Programme WP3 Criteria for environmental thresholds and methodology to define a good status Propose a practical approach for a methodology to define the good status for groundwater bodies and a general structure of criteria, giving guidance on the derivation process for environmental thresholds (Report Month 3) Review of national methodologies of groundwater protection Take into account sampling, measuring and quality assurance Monitoring networks and integrated data aggregation Data and information from WP1 and WP2 Methodology definition will be transferred to : WP4 for on site validation WP5 for socio-economic assessment WP6 for information to policy makers and stakeholders ---> Preliminary Methodology : Report Month 12 Project Presentation, January 2005

Evaluate the approach defined in WP3 Bridge project - Work Programme WP4 Representative sites / water body studies and compliance testing Evaluate the approach defined in WP3 Selection of representative sites focusing on PRB as sites with priority (Report Month 6) Evaluation of the developed approach Linked with RTD projects (Swift, Aquaterra, Snowman, ….) Case studies and compliance testing (Report Month 18) Results will be transferred to : WP5 for socio-economic assessment WP6 for communication / dissemination Project Presentation, January 2005

Estimation of the socio-economic impact of these values Bridge project - Work Programme WP5 Economic and social costs linked to the application of threshold values Estimation of the socio-economic impact of these values Development of a methodological framework Integrated socio-economic assessment of groundwater threshold values (5 case studies) (Report Month18) The assessment of economic and social costs will be linked to the definition of threshold values (WP3) Socio-economic results will be used for general communication (WP6). Project Presentation, January 2005

Bridge project - Work Programme WP6 Information and dissemination to stimulate the co-operation and interaction between the Governing Council, the Advisory Committee, the different partners, the Working Group 2C and the European Commission. Workshops (Month 1, 7, 13, 19, 24) Web-documents on CIRCA Link to the Common Implementation Strategy Process via WG2C This WP will benefit of inputs of each WP in order to display efficient communication between partner’s and related bodies to obtain a real consensus about proposed methodology.
